OVERALL DESCRIPTION
As an immediate report to the Director, Video & Evidence Unit (VEU), this position is responsible for the liaison bridging that is necessary to migrate and sustain video systems support work from non-specialized embedded craft personnel to a third party video support specialty arrangement. As the chief resource involved in, and responsible for undertaking process and performance engineering assignments within the Video Unit, this position is charged with project related activities of significant complexity, size and scope, intended to ensure positive relationship management and video systems uptime at levels so defined in systems support specifications and other documents. As well, this role requires a unique understanding of the current video systems technical functionality and a requirement to keep pace with industry developments in the mobile and fixed video systems space, not only in the area of digital recording systems but also wireless network transmission, distribution and contention theory and practice.
SPECIFIC RESPONSIBILITIES
- Provides a primary support role in the ongoing development and refinement of the video harvest operation and maintenance plan for mobile and fixed video surveillance systems; with emphasis on process and technical relationship to best practice adherence to evidentiary and authentication issues, Chain of Custody and spoliation of evidence, and matters promoting the “Best Evidence Rule”.
- Provides highly specialized technical expertise in support of project/program activities.
- Responsible in a collateral arrangement with VEU managers for the ongoing development of systems, applications and umbilical software training for use in the monitoring of mobile video systems health and functionality by the Video Analyst staff complement. Provide related mentorship to junior staff, associates, or Video Analyst assets.
- Assists in the preparation of budgets for proposed projects/programs and work to be contracted to a third party.
- Monitors and facilitates ongoing support to achieve optimal network connectivity for fixed stations video applications, and signal strength propagation for the fleet of mobile systems, matching stations video and onboard video systems componentry performance for the collective video program camera deployment.
- From a system support perspective, pace and monitor VEU’s Operating and Capitally Funded annual project and performance plans against budget, recommending adjustments as changing situations dictate.
- Supports the overall development of technology components to the rolling 3 year plan for major projects, technology refreshment and program migration solutions.
- Implements design plans, specifications, and construction procedures in areas of responsibility, and in accordance with contract documentation. Responsibilities shall include conceptual, preliminary, final design, costing of projects as directed by senior level management, and facilitating Process Engineering design and analysis relevant to involved support disciplines.
- Prepares Requests for Proposals, manages consultant/ systems support contracts, coordinates design concepts and review with Video Program requirements and Operations Departments. May represent the Authority with special interest groups and/or local communities, and present process or system expectations at public meetings.
- Functions as Project Manager, during the procurement, development, installation and implementation stages of a project related to the Video Program. This includes project management, infrastructure construction, vehicle or stations-side installation oversight, acceptance and coordination with third party providers, governmental agencies, SEPTA’s Information Technology Department and, or Operating Departments.
ADDITIONAL / DISCIPLINE RESPONSIBILITIES
- Assigns, prioritizes, and in cooperation with Video & Evidence Unit Managers, monitors tasks, goals, objectives and activities of unit Analysts and third party support contractors/ personnel assigned to the VEU’s core service deliverables as it relates to systems training.
- Identifies and collaborates with Legal Division’s System Administrator, Claims Business Unit and Litigation Staffs, support contractors and other SEPTA personnel in the implementation of systems or process improvements as determined appropriate by department management.
- Develops cost effective recommendations/improvements, and plans ways and means of presenting the merits of a solution, assisting in problem solving and prevention.
- Provides related technical support to all internal policies, procedures and matters of applicable law as it relates to the professional and ethical use of evidence; specifically video technology and associated intellectual property, its capture, retention, storage and preservation methods and practices.
- Interprets and applies associated policies, labor agreements/work rules and, or contract language so as to maximize performance and productivity while maintaining labor harmony between SEPTA shop management and their unionized environment.
- Audits technical practices and procedures that impact the delivery of quality service and calibrate accordingly with other competing priorities.
- Facilitates the ongoing growth and development of the Video Surveillance/Evidence system, defining standards for design considerations and process improvements in the areas of operation, testing requirements, business continuity/recovery and wireless systems performance leading the direction and pace for the optimum harvesting of video over the network.
- Develops, documents and maintains a comprehensive performance profile, processes schedule and routine, for those tasks and support personnel assigned to the unit, intending to most efficiently subscribe to accomplishments within system performance scope, target analyses timelines and budget projections.
- Monitors mobile and fixed video systems remote availability and performance, initiate/facilitate any restoration actions with Information Technology, EM&C, Operations, third party support contractors, or others as required.
- Participates in field reviews, assessments, investigations and systems acceptance criteria specific to the Video systems.
- Accumulates industry specific knowledge and remain current with state-of-the-art video technology, systems, methods of network delivery and processes, procedures and support practices.
- Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
- Assists Director in the furtherance of his/her goals & objectives and perform other duties as assigned.
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s Degree in Technology, Business Administration, Management, Communications or related field, plus five (5) years of demonstrated supervisory, technical, analytical or systems administration work experience required.
- An equivalent combination of education and experience (i.e., two (2) years of relevant experience equating to one (1) year of formal post high school education) may be considered in lieu of the above listed requirements.
- High degree of professionalism and competence; excellent analytical, verbal and written communication skills and the ability to manage multiple priorities in a diverse, demanding environment required.
- Proficient PC skills required in Microsoft Office Suite – WORD, EXCEL and Outlook required.
- Exactness and attention to detail in reviewing/preparing records and reports with an avoidance of error required.
- Understanding of basic business relationships and confidentiality principles required.
- Demonstrated experience working with confidential issues and materials in a discreet manner is required.
- Valid Driver’s License required.
