We are seeking to hire candidates for our Treasury & Investments Senior Analyst (6253).

Salary Range: $79,534.00-$99,424.00
OVERALL DESCRIPTION
Responsible for administrating the Authority’s defined benefit & defined contribution investment programs and capital markets related financial activities. This position plays a key role in ensuring compliance with investment policies, supporting investment committee activities, coordinating with investment managers, and supporting the long-term objectives of the Authority’s Pension and 457(b) plans. The role also supports broader business and financial planning efforts aligned with the Authority’s operating and capital needs, including supporting debt financing and capital markets activity, financial planning and analysis, risk financing, as well as supporting commercial and investment banking activity.
SPECIFIC RESPONSIBILITIES
- Oversees pension fund administration in coordination with senior leadership and investment and actuarial consultants.
- Provides administrative support and oversight of defined benefit and defined contribution investment manager performance in coordination with investment consultants.
- Monitors compliance with the Authority's investment policy statements, financial guidelines, and fiduciary responsibilities.
- Coordinates all investment-related activities with internal departments, external consultants, investment managers, and legal advisors.
- Supports the maintenance of trust funds, reserve accounts, and other vehicles associated with the Authority’s financial obligations.
- Conducts analysis and reporting on pension plan investment performance and related financial metrics.
- Maintains up-to-date knowledge of regulatory, accounting, and legal developments affecting defined benefit and defined contribution plans.
- Collaborates with the Finance and HR departments on defined benefit and defined contribution benefits strategy.
- Performs special assignments and additional duties related to financial planning, including support for debt issuance and capital markets transactions, as required.
- Supports the establishment and maintenance of Authority credit, particularly as related to credit ratings agencies and municipal bond investors.
- Provides ongoing analytical support to Corporate Treasury through the development and use of financial models in Microsoft Excel.
QUALIFICATIONS AND EXPERIENCE
- Bachelor's degree (in accounting, business administration, public administration, economics, or finance preferred) with a minimum of five (5) years of collective professional experience required (or a CFA, CAIA, or master's degree and three (3) years of related experience in investments, asset management, public or corporate finance.
- Excellent verbal and written communications skills required.
- Excellent analytical skills required.
- Experience working with board governance or investment committees preferred.
- Understanding of legal and regulatory frameworks surrounding defined benefit and defined contribution plans, as well as public finance and municipal bonds preferred.
- Demonstrated commitment to public service and ethical stewardship of public funds.
