We are seeking to hire a candidate for our Transportation Service Manager (2094) Railroad.

Salary Range: $65,936.00-$82,420.00
OVERALL DESCRIPTION
Supervises the daily activities of PAO TCU clerical staff employees and Order Runners. Oversees the establishment of pickings (assignment of work) and dispatches Engineers, Conductors and Assistant Conductors. Responsible for direct oversight of PAO computer programs related to crew dispatching, including Crew Management System (CMS), hours of service (HOS) and fatigue analysis programs. In addition, direct oversight of Grievance Tracking System (GTS).
DISCIPLINE RESPONSIBILITIES
- Closely supervises the activities of the Personnel Assignment Office clerical staff in the proper and timely assignment of train crews and tower personnel, in accordance with District procedures and labor agreements.
- Administers disciplinary and counseling measures to Personnel Assignment Office clerical staff. Discharges employees from Authority service when required.
- Develops and monitors performance indicators for clerical staff. Conducts refresher and extensive training sessions for subordinates as the need arises.
- Compiles and verifies weekly manpower projections for all operating personnel. Prepares reports as necessary.
- Closely monitors the progress of sick and injured employees, including phone calls, and the issuance of direct orders to report for evaluations.
- Supervises and monitors the assignment of work to operating personnel to ensure that the Federal Railroad Administration hours of service regulations are strictly adhered to, and that a proper documentation (HOS Slips) are submitted to PAO as required.
- Conducts General and Christmas pickings as required by schedule.
- Serves as Lead Manager responsible for crew notifications for run revisions during schedule changes due to EM&C outages and/or special events.
- Monitors and controls various schedule changes, and manpower projections for daily and weekly staffing requirements.
- Administers the Attendance Point System for operating and clerical personnel. Issues cautions and disciplinary suspensions up to and including discharge. Monitors personnel on last chance agreements.
- Orders, inventory and distributes uniforms for train service personnel as required.
- Records and maintains log (GTS – Grievance tracking system) of grievances submitted by the BLET, UTU, and TCU unions. Conducts first and second level grievance hearings related primarily to points assessment, assignments and pickings. Prepares case file for Operations Department and/or Labor Relations hearings. Represents department in Labor Relations Step hearings as required.
- Receipts and processes Occupational Injury Reports. Ensures accuracy and completeness of reports. Forwards reports to proper authority within prescribed reporting time limits. Monitors injuries for any trends and report the same to Director.
- Directs oversight of all computer based programs related to crew dispatching (CMS, HOS and Fatigue Analysis). Provides reports on the same, trains office personnel and monitors office staff for compliance to the rules and procedures within the respective computer based programs. Works closely with IT Department to resolve issues in a timely manner.
- Schedules all BLET/UTU/TCU training and annual physicals as required.
- Schedules all BLET/UTU annual recertification classes.
- Assumes responsibilities of Director/Deputy Director, P.A.O. in his/her absence, and perform all duties as required.
- Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
- Performs other duties as assigned.
QUALIFICATIONS AND EXPERIENCE
- High School Diploma or equivalent required and must have a minimum of three (3) years Railroad experience. Train crew operation, dispatching and/or management (Field Supervision, Control Center or Instruction) experience.
- Must have previous work experience with PC and/or mainframe-based computer systems.
- Must possess strong administrative, organizational, verbal and written communication skills.
- Must be proficient with MS Excel and MS Word computer programs.
- Must be able to work day or night shifts, weekends and /or holidays. May be called to work outside normal duty hours.
- Valid current driver’s license required.
- Must be proficient in intermediate mathematical computation and reading skills. An Intermediate math and Intermediate reading assessment will be administered by the Testing Center prior to an interview. A passing score of 60% or better is required.
