We are seeking to hire a candidate for our Transportation Manager (2094) Germantown/CCT.

Salary Range: $63,700.00-$79,612.00       

OVERALL DESCRIPTION

In addition to the regular responsibilities of the individual's primary job, the Transportation Manager/Dispatcher will assume the responsibility for administrative and operational activities relating to all transportation functions within SEPTA Access including but not limited to Contract Operations and Germantown District.

 

DISCIPLINE RESPONSIBILITIES

  1. Manages service, including accident prevention and investigation, on time performance and headways, investigates and addresses customer complaints and concerns, promotes accessibility for passengers with disabilities.
  2. Troubleshoots/corrects and completes necessary reports for minor mechanical vehicular problems in order to maintain service.
  3. Maintains records of employees who are sick or injured on duty.
  4. Performs regular and miscellaneous payroll procedures, including but not limited to utilizing the Mainframe CAPES payroll system, Trapeze Ops and/or applicable payroll system.
  5. Completes daily and weekly work assignments, minimize overtime expenditures, and tracks vacations and personal day usage.
  6. Completes proper reports for violations of rules and operating procedures, as well as employee injury and potential substance abuse investigations; interview as required, and submit reports to the Director, Assistant Director or Operations Manager.
  7. Compiles data, conducts analyses and makes recommendations on district staffing needs and utilization.
  8. Coordinates hold down and line pickings. Analyzes days off and set quota for extra days off.
  9. Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
  10. Investigates customer complaints. Takes corrective actions and make recommendations when necessary.
  11. Maintains rapport with area businesses, government agencies and the general public.
  12. Completes reports for violations of rules and operating procedures, as well as employee injury and potential substance abuse investigations; interview as required and submit to SEPTA Access Operations Manager.
  13. Ensures equitable treatment for all employees in Section/Department.
  14. Maintain communication with Control Center, Service Managers, and other internal/external entities for convenient service and limiting inconveniences for customers.
  15. Enforce Authority Policies and Collective Bargaining Agreements.
  16. Assumes responsibilities of Director, Assistant Director or Operations Manager in their absence, and perform all duties as required.
  17. Performs other assignments as assigned/required.

QUALIFICATIONS AND EXPERIENCE

  • High School Diploma or equivalent and three (3) years supervisory experience in the Mass Transit Industry required. 
  • Must possess a valid CDL permit at time of hire. The individual selected will be checked with the State issuing body to ensure candidate has an acceptable driving record. Candidate will be required to obtain a CDL Class B license within the first two (2) weeks of employment to perform in the job.
  • Must be capable of performing strenuous physical tasks including: shoveling snow to free stuck buses; lifting bags of salt.
  • May be called into work, outside of normal duty hours (7 days a week, 24 hours a day). Must be able to work day or night shifts, weekends and holidays.
  • Must be knowledgeable of current collective bargaining agreement and authority policies.
  • Must have reliable transportation to travel to several reporting locations across varying shifts, in which mass transit is not always running.
  • Must possess polished management skills, (i. e., ability to organize, manage and motivate personnel in the performance of their duties).
  • Must demonstrate effective verbal skills and clarity in report writing. A writing skills assessment exam will be administered prior to the interview process. Candidate must pass the exam to be considered for an interview.
  • Must be proficient in basic mathematical computation skills. A basic math exercise will be administered prior to an interview. A passing score of 60% or better required.

IDEAL QUALIFICATIONS AND EXPERIENCE

  • Knowledge of Labor Agreements and work rules preferred.
  • Direct experience in transportation operations preferred.
  • PC skills preferred.
  • Prior supervisory experience preferred.
