OVERALL DESCRIPTION
PARKING
Assist in the management of overall day-to-day operations of the Railroad Parking operation. Ensure the availability and reliability of all Railroad Parking Collection equipment for 22,000 parking spots throughout the Railroad and City Transit divisions. Supervise third party staff performing collection procedures at all 92 parking lots and enforcing parking rules at all paid/unpaid locations. Responsible for ensuring the control of revenue and eliminate opportunities for misappropriation or loss of revenue.
REM
Ensures the availability and reliability of all Revenue Collection equipment and Components and that all maintenance activities are documented and carried out in an efficient, safe and secure manner; eliminates opportunities for misappropriation or loss of revenue by providing effective supervision over all revenue personnel. Responsible for providing and ensuring the control of revenue.
SPECIFIC RESPONSIBILITIES
PARKING
- Supervises collection activities, including the management of third party personnel, in the reporting, collecting and remittance of parking fees paid daily (currently $4.5 million per year).
- Supervises the enforcement of parking rules and regulations dictated in Tariff No. 168, Supplement No. 9 for Rates, Rules and Regulations Governing the Provision of Parking Facilities dated July 1, 2017.
- Instructs, trains and performs periodic reviews of Parking Collection personnel to ensure their efficiency in performing their daily tasks.
- Supervises and manages all tow operations for repeat offenders and scofflaws to ensure fair and equitable treatment to all customers.
- Works cooperatively with management to ensure collection equipment is operating, assists in the changeover of metered parking to slot box parking during the waiting period for SEPTA Key as well as develops a program to correct collection deficiencies.
- Performs analyses and audits of parking collections revenue, on-site and in the back end.
- Assists in the implementation of SEPTA Key parking collection equipment and changeover as it is integrated across the Railroad.
- Performs other related duties as required.
ADDL / DISCIPLINE RESPONSIBILITIES
REM
- Provides close supervision over the installation, repair and maintenance of all electronic/electrical and mechanical fare collection and related equipment to ensure that all activities are properly recorded and carried out according to established procedure.
- Instructs Fare Collection Maintainers and Specialist in the use and care of mechanical and electronic/electrical components, complex circuits and diagnostic equipment to ensure their proficiency in established, revised or new procedures.
- Diagnoses and corrects problems in malfunctioning equipment, through the use of electronic/electrical or mechanical test devices and reference to applicable manuals and diagrams, which require a great degree of expertise than that possessed by Maintainer or Specialist personnel.
- Develops, implements and ensures compliance with maintenance, inspection, and cleaning schedules and procedures for all equipment to provide for a maximum and superior level of support for revenue collection operations.
- Inspects inventories and usage records of all equipment, components and supplies to ensure proper accountability and that an adequate and economically justifiable amount of materials is available at all times.
- Conducts daily on-site inspections of repair and collection facilities to ensure that all activities are carried out under safe, secure and orderly conditions.
- Performs analyses or studies of maintenance and collection routines or records to determine the efficiency or effectiveness of operations; develops and implements recommendations for policy or procedural changes, as required.
- Develops and implements standards to measure equipment reliability in order to plan an effective preventive maintenance program and to obtain corrective support, if needed, from the vendor.
- Assists in the reviewing of the day-to-day activities of Revenue Attendant personnel assigned to various revenue collection sites to ensure strict adherence to established control procedures intended to detect and eliminate misappropriation or loss of revenue.
- Responsible to enforce the adherence to controls of revenue as directed by the Authority as well as develop and suggest any additional controls needed to be assured that revenue and equipment is secured.
- Researches any observed, suspected or reported occurrences of revenue loss or misappropriated, and initiates and/or cooperates in further investigative activities by other departments or outside agencies. Provides detailed reports of findings, as required.
- Updates authorized signature lists and confirms adherence to established key and equipment control procedures.
- Conducts tests of alarm or surveillance systems to ensure their proper performance and initiates and follows up requests for maintenance or repairs, as required.
- Develops standards with which to evaluate the performance of subordinate personnel and performs other delegated functions, such as timekeeping.
- Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operation, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
- Performs other related duties as required.
QUALIFICATIONS AND EXPERIENCE
PARKING
- High School Diploma and eight years related experience which includes parking lot operations, railroad revenue operations, and/or customer service required. Knowledge of internal financial controls required.
- An equivalent combination of experience and higher education (one year of formal education equating to two years of experience) may be considered in lieu of the above.
- Must be proficient in Microsoft Office programs.
- Ability to favorably interact with customers in a professional and tactful manner required, which frequently is under difficult situations.
- Strong analytical, written, and verbal communication skills required.
- Must be able to work day or night shifts, weekends, and/or holidays interchangeably.
- Valid Driver’s License required
QUALIFICATIONS AND EXPERIENCE
REM
- High School Diploma and minimum of eight years related experience in electronic maintenance operation environment (including Revenue Equipment Maintenance, Communications, Electronic shop, Rail Electronics, Vehicle Maintenance, and SEPTA Key) required.
- An equivalent combination of experience and higher education (one year of formal education equating to two years of experience) may be considered in lieu of the above.
- Experience in monitoring systems and reports, analyzing data, and taking appropriate action.
- Must be proficient in Microsoft Office programs (Word, Excel, PowerPoint).
- Strong analytical, written, and verbal communication skills required.
- Must be able to work day or night shifts, weekends, and/or holidays.
- Valid Driver’s License required
IDEAL QUALIFICATIONS AND EXPERIENCE

- Supervisory experience including oversight of railroad personnel and/or third-party (Edens) personnel preferred.
IDEAL QUALIFICATIONS AND EXPERIENCE

- Demonstrated experience in revenue equipment maintenance preferred.
- Training in computer system and/or network experience preferred.
- Experience with MS Access preferred.
- Knowledge of SEPTA operating systems and related labor contracts preferred.
- Supervisory experience preferred.
