We are seeking to hire a candidate for our Special Counsel - Labor (7166).

Job Grade: SAM 43

Salary Range: $125,762.00-$157,196.00       

OVERALL DESCRIPTION

Manages arbitration activity for all unions in all divisions. Analyzes case law and arbitration decisions in order to improve performance. Analyzes pending labor legislation, applicable labor statutes and ensure compliance. Trains departmental staff in arbitration preparation and presentation techniques.

SPECIFIC RESPONSIBILITIES

  1. Reviews cases appealed to arbitration. Analyzes both Authority and Union positions to evaluate settlement possibilities. Coordinates and monitors case preparation, development of Authority position and presentation of case. Coordinates research of previous grievance/ arbitration history in an effort to uphold Authority policies and prevent adverse decisions.
  2. Reviews arbitrator list from Association of American Arbitration (AAA). Selects arbitrators for cases. Maintains compliance with AAA rules and regulations. Selects Authority panel.
  3. Performs case management and coordinates pre-arbitration sessions for preparation of witnesses and panel member. Oversees and presents arbitration and/or Labor Board Cases. Ensures professional presentation. Ensures after case management by after action meeting with department to review all aspects of decision and explain implementation of award.
  4. Coordinates cases assigned to outside counsel in arbitration. Monitors case preparation, development of Authority position and presentation.
  5. Trains department staff on arbitration preparation and presentation methods and assigns arbitration cases to staff.
  6. Conducts case law research of labor topics as required.  Analyzes pending labor legislation. Prepares briefs, memorandums or summaries for labor issues and cases affecting the Authority. Provides significant analysis and input for development of labor negotiating committees as required.
  7. Monitors and ensures compliance of status or regulations as assigned such as FTA and FRA Guidelines.
  8. Assists Chief Labor Relations Officer with negotiations and performs other departmental matters as required.

QUALIFICATIONS AND EXPERIENCE

  • A degree in law and ten years proven and practical experience which includes an in-depth knowledge of labor relations, state and federal labor laws. Arbitration, mediation and/or labor negotiations experience required.
  • Must possess excellent analytical, written, oral and interpersonal communication skills.
  • Demonstrated conflict resolution skills required. 
  • Ability to deal with complex problems and review related information to evaluate and make recommendations.
  • Demonstrated ability to manage multiple priorities, make quick decisions and function effectively under pressure required.
  • Ability to effectively present information to senior management, board of directors and/or public groups required
