We are seeking to hire candidates for our Senior Project Management Specialist (9106) - Rail Facilities.

Salary: $98,878

Additional $5,000 for having a Pennsylvania PE/RA license.

OVERALL DESCRIPTION

The Senior Project Management Specialist has extensive knowledge of the principles of Federal and State environmental regulations and the application of these principles within the SEPTA capital program.

Manages various environmental technical areas including but not limited to community impact, environmental justice, natural resources, threatened and endangered species, wetlands, historic and archaeological resources and NEPA clearance documents.

The Senior Project Management Specialist reviews federally funded capital projects for compliance to all applicable federal or state environmental laws, regulations, policies and procedures.

The Senior Project Management Specialist must come in contact with many people at higher organization levels, both within SEPTA and outside the Authority.  His/Her contacts may include Chief Engineers, Deputy Chief Engineers, and various Department Heads within SEPTA, as well as consultant and contractor firm’s managers, and Federal, State, City and local government officials.  The individual, therefore, must possess the ability to communicate effectively in an executive, non-technical environment.

SPECIFIC RESPONSIBILITIES

  1. Manages the review and evaluation of various environmental documents, mitigation measures and reports prepared by staff or consultants.
  2. Develops priorities and schedules for environmental clearances so SEPTA’s capital project milestones can be met.
  3. Performs environmental analyses and prepares environmental reports and studies.
  4. Prepares and coordinates NEPA clearance documents with FTA or other appropriate agency for approval. Holds meetings as needed with FTA personnel to review and discuss comments and issues.
  5. Develops the scope, schedule and estimate for third party environmental studies and task orders. Manage consultant task orders or contracts related to environmental studies or tasks.
  6. Oversees the development and implementation of any environmental mitigation measures required.
  7. Assists the project team in obtaining any required DEP, ACOE, CCD or FEMA permits required on a project.
  8. Perform other duties as assigned.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s Degree plus a minimum of five (5) years of diverse responsible transit management/administration experience, rail/transit facility maintenance, project management and/or engineering experience required. 
  • An equivalent combination of experience and education (i.e., two (2) years of related experience, equating to one (1) year of formal post high school education) may be considered in lieu of the above requirements.
  • Excellent verbal, written and interpersonal skills and ability to communicate effectively required.
  • Proficiency in the use of Microsoft Office Suite required, including Microsoft Word, and Spreadsheet applications (Excel).
  • Familiarity working in unionized environment required.
  • Must possess a valid driver’s license.
  • Willingness to work evenings and nights as required to attend meetings and complete project work.
