OVERALL DESCRIPTION
SEPTA’s Capital Infrastructure Improvements is responsible for all of SEPTA’s infrastructure-related capital projects. The project management group within the Capital Infrastructure Improvements Department is responsible for performing and coordinating design work, overseeing, and providing technical input into construction and maintenance of rail, transit and facilities infrastructure as well as developing and maintaining standards and other documentation.
SEPTA’s Capital Infrastructure Improvements team is seeking a highly motivated Senior Project Engineer to serve as the technical expert for all of SEPTA’s design, construction, and maintenance projects. The Senior Project Engineer will directly oversee capital construction projects as assigned that serve SEPTA’s Regional, City and Suburban modes of transportation by developing design drawings and specifications, bidding.
This position is responsible for undertaking engineering assignments that are considered to be of "significant complexity" in size and scope. This position is further responsible to provide technical support and direction for engineering activities including the definition and coordination for design review and implementation, establishing inspection plans, program/project development and consulting, statistical methods, audits, and continuous improvement approaches to ensure activities are consistent with SEPTA mission values and goals.
The Senior Project Engineer must come in contact with people at higher organizational levels, both within SEPTA and outside the Authority. His/Her contacts include Department Managers within SEPTA, as well as consultant and contractor firm Assistant Vice Presidents, Federal, State, City and local government officials. The individual must possess the ability to communicate effectively in an executive, non-technical environment.
SPECIFIC RESPONSIBILITIES
- Consult with Project Manager in project definition (scope and objectives) and determination of project sand/or program feasibility.
- Prepares budgets, schedules, program and force account plans for proposed projects.
- Prepares Requests for Proposals, and manages consultant contracts, and coordinates design concepts and reviews with Operations departments. May represent the Authority with special interest groups and/or local communities, and present designs at public meetings.
- Assists Project Manager during the procurement and/or construction stage of a project. This includes project management, construction management, and coordination with governmental agencies and SEPTA’s Operating departments.
- Assists Project Manager in project management tasks and direct Project Engineers/Architects.
- Responsible for managing projects, determination of resources, and maintaining budget and schedules.
- Supervises, coordinates, and reviews the work of a small team of engineers and construction inspectors, estimates manpower needs, and schedules, and assigns work to meet schedule.
- Consults with supervisors concerning unusual problems, developments, contractual and policy matters.
- Makes decisions independently with regard to engineering problems and construction methods.
- Responsible for training Project Engineers/Architects in the duties of project management and for training Senior Construction Inspectors and Senior Field Engineers in the duties of project supervision.
- Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
- Performs other duties as assigned.
DISCIPLINE SPECIFIC RESPONSIBILITIES

- Assists Project Manager in project management tasks and directs Project Engineers and Consultants.
- Responsible for managing projects, determination of resources, and maintaining budget and schedule.
- Responsible for Engineering design and analysis in assigned field
- Responsibilities shall include conceptual, preliminary, final design, and costing of projects as directed by senior level supervision/management.
- Implement design plans, specifications, and construction procedures in areas of responsibility.
- Participate in field investigations relative to adequacy of end product(s) being acceptable.
- Accumulate sufficient knowledge of current state-of-the-art processes, procedures and availability as they affect ones assignment.
- Possess the experience to detect appropriate contract/specification compliance in work assignments involving internal and/or third party contractors.
- Ensure documentation accuracy in order to obtain all required certifications.
- Perform field equipment inspections, participate in problem resolution with maintenance staff, and generate and track service requests.
- Generates written memoranda, technical reports, audits, etc. and interfaces with government agencies when appropriate to support compliance requirements.
- Train peers and/or subordinates as required.
- Oversees Departmental use of various types of engineering software and Computer Assisted Design (CAD) system to ensure consistent quality engineering Documents.
QUALIFICATIONS AND EXPERIENCE
- Bachelor's Degree in Civil, Mechanical Engineering, Construction Management or related discipline, and seven (7) years engineering experience, or an equivalent combination of engineering and project management or related experience is required.
- Excellent verbal and written communication skills required. Ability to communicate effectively in a professional manner while working with all levels of personnel including outside agency personnel is required.
- Must possess an understanding of construction project management techniques.
- Working PC knowledge in word processing, spreadsheets, and project management software is required.
- Valid driver’s license required.
- Master’s degree or PE registration preferred.
