We are seeking candidates for the position of Senior Project Engineer (1014) in the REE&M/Rail Vehicle Engineering.

Salary Range: Min: $89,908.00 - Mid: $112,398.00 - Max: $134,888.00 

       

OVERALL DESCRIPTION

This position is responsible for undertaking engineering/quality assurance assignments that are considered to be of "significant complexity" in size and scope. This position is further responsible to provide technical support and direction for engineering/quality assurance activities including the definition and coordination for design review and implementation, establishing inspection plans, program/project development and consulting, statistical methods, audits, and continuous improvement approaches to ensure activities are consistent with SEPTA mission values and goals.

SPECIFIC RESPONSIBILITIES

General

  1. Consults with managerial level as necessary in project/program definition.
  2. Exercises proper judgment in application of advanced engineering and quality assurance principles.
  3. Assists in preparation of budgets for proposed projects/programs and work to be contracted to a third party.
  4. Demonstrates effective technical writing skills.
  5. Provides highly specialized technical expertise in support of project/program activities.
  6. Assists manager on request in furtherance of his/her duties.
  7. Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.

ADDL / DISCIPLINE RESPONSIBILITIES

Capital Program Support

  1. Supervises team of vehicles quality inspectors performing work supporting SEPTA’s Quality Management System.
  2. Interfaces with all levels of SEPTA personnel and outside vendor/contractors to identify procedures, equipment, and processes that need revision and develops action plans for quality assurance improvements in these areas.
  3. Defines, implements, and documents new or more effective maintenance procedures and tracking mechanisms. 
  4. Defines, implements, and performs vehicle in-process and VOH audits. 
  5. Provides engineering design input to design in furtherance of vehicular assignments/projects.   
  6. Utilizes computerized maintenance records, specifications and drawings and other systems in resolving issues related to vehicle system failures.

ADDL / DISCIPLINE RESPONSIBILITIES

Quality Assurance Disciplines

  1. Monitors the overall effectiveness of vehicle and material quality activities.  Applies findings to the improvement of quality, productivity, safety and service reliability.
  2. Develops and implements policies, procedures, programs and objectives with monitoring and stimulating the improvement of vehicle and material quality.  This effort includes providing input to the process of writing quality assurance manuals for vehicle overhauls and material suppliers.
  3. Establishes and maintains effective liaison with vehicle shops and material users throughout SEPTA.  Such liaison shall provide for customer feedback and integration of such data into quality assurance inspection activities.  Defines, implements, and documents new or more effective quality assurance procedures for assigned shops, material suppliers, or fleets of vehicles.
  4. Interfaces with all levels of SEPTA personnel and outside vendor/contractors to identify procedures, equipment, and processes which need revision and develop action plans for quality assurance improvements in these areas.
  5. Performs as auditor for in plant audits of overhaul shops and suppliers of material and vehicles to assure compliance to SEPTA requirements.  Participates in compiling and summarizing audit findings and recommendations for presentation to responsible manager.
  6. Participates in periodic review of drawings and specifications.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor of Science Degree in relevant engineering field, e.g., Civil, Mechanical, Electrical, OR Bachelor’s Degree in a related field, and seven (7) years of proven relevant engineering experience required.
  • Excellent verbal and written communication skills required.
  • Proficiency in the latest Microsoft Office suite required.  
  • Valid driver’s license required.

IDEAL QUALIFICATIONS AND EXPERIENCE

  • Knowledge in CAD preferred. Familiarity with various types of engineering software preferred.
