The Southeastern Pennsylvania Transportation Authority (SEPTA) is the sixth largest transportation system in the United States, with a vast network of fixed route services including bus, subway/elevated, trackless trolley, light rail, and commuter rail serving a 2,200 square mile service region.     

 

We are currently seeking a Senior Program Manager (8016) - Finance Division in the Finance/Administration department.

Salary Range: Min: $126,932.00 - Mid: $158,652.00 - Max: $190,372.00 

*Note: Starting salary not to exceed midpoint.

 

Limited telework may be permitted for this position in accordance with SEPTA Policy.

     

BASIC ADMINISTRATIVE RESPONSIBILITIES

 

  1. Participates in the development of policies in the immediate manager’s organization, and interpret such policies throughout the department.  
  2. Develops objectives, policies and procedures for the approval of immediate manager.
  3. Interprets and administers programs and procedures in accordance with approved policies.
  4. Performs special assignments for immediate manager as requested.
  5. Reports performance to immediate manager.
  6. Coordinates expense budget spending for department or activity to maintain performance within budget.  
  7. Develops a sound organization, staffed with trained personnel able to perform the  functions of the department.
  8. Develops a suitable successor and be responsible for training replacements at all levels within the department.
  9. Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.

OVERALL DESCRIPTION

SEPTA is seeking an experienced transportation professional to oversee, direct, manage, and provide creative solutions for fare payment systems and policies.  The Senior Program Manager will be the senior executive accountable for SEPTA's Fare payment program.  The selected professional will collaborate with SEPTA stakeholders to design and implement innovative fare payment systems and policies into SEPTA’s core businesses. This individual should have a highly client-driven focus to ensure that the fare payments and products SEPTA delivers are responsive to the needs of our customers and community.

SPECIFIC RESPONSIBILITIES

  1. Leads a team of professionals in the successful delivery of SEPTA’s Key 2.0 program, including oversight and management of the program office staff and consultant team.
  2. Directs, oversees, provides daily support, and has ultimate responsibility for the activities of the SEPTA Fare Payment Program.
  3. Acts as a resource to and liaison between the various levels of internal/external contacts regarding payment solutions, revenue systems, and administration.
  4. Cultivates stakeholder consensus around goals, policies, and procedures for SEPTA.
  5. Makes policy recommendations to financial management, the executive management team, General Manager/CEO, and Board of Directors for approval, as necessary, with specific responsibility for fare policy and structure, payment solutions, revenue collection systems, and administration.
  6. Recruites and retaining staff and consultants across multiple disciplines to resource the program office
  7. Developes the division budget, submitting for approval, and monitoring for variances.
  8. Identifies optimal products and services needed to support the strategic, equity, and operational goals of SEPTA and the needs of the community.
  9. Oversees the development and implementation of new transit fare programs, including the planning, designing, and delivery of an appropriate portfolio of fare payment systems, products, and services.
  10. Directs day-to-day fare payment program operations across a spectrum of specific disciplines including design, permitting, technology implementation, policy and legislative change, operations interface, contract management, fiscal management, safety, testing and commissioning.
  11. Guides the development of new or revised operating rules, special orders, and fare policies as required.
  12. Leades the SEPTA Fare Payment team into interoperability discussions and agreements with regional transit authorities as needed.
  13. Reports regularly on ongoing project status in a format that can be used both internally and externally.
  14. Works with SEPTA team and relevant offices on public communication, outreach and engagement with stakeholders including local, state, and private partners for fare payment and fare policy initiatives.
  15. Completes other related duties and projects as assigned.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor's Degree from an accredited institution with fifteen (15) years significant and responsible experience including demonstrated experience in designing, testing and implementing fare payment systems in a transit authority required.
  • Demonstrated success as the senior responsible leader in charge of managing a team of staff and/or consultants required.
  • Demonstrated experience with managing and engaging stakeholders on multi-million-dollar programs in the public or private sector required.
  • Demonstrated experience working collaboratively with local and state government, private partners, and governance boards required.
  • Strong communication skill required.
  • Graduate degree in Economics, Public Policy / Public Administration with a focus in transportation, Urban Planning, Engineering (Civil, Transportation) or MBA preferred.
  • Experience in a transit agency preferred.
