OVERALL DESCRIPTION

SEPTA's Human Resource Division is transforming to People and Culture.  SEPTA is looking for a dynamic leader to spearhead this transistion towards a people focus and people centered organization.

 

Responsible for directing all aspects of SEPTA’s recruitment functions in addition to overseeing the development and recommendation of policies and programs related to employment and retention. Responsible for creating and implementing Talent Acquisition and branding strategies that will support Authority and departmental goals while working within the framework of Equal Employment Opportunity. Responsible for managing the Employee Services function which includes Medical Services, and Financial Administration of the People & Culture (P&C) Resources Budget. Provides leadership to ensure that the Talent Acquisition Department is customer-service focused, responsive to the needs of its internal and external clients. Ensure compliance with Authority policies and Federal, State and local laws. The department director oversees Talent Acquisition functions and assists the Director of P&C Strategic Initiatives with coordinating workforce planning functions.

SPECIFIC RESPONSIBILITIES

  • Responsible for establishing the strategic direction of staffing requirements for the Authority. Consults with Division heads to plan effective recruitment strategies, serves as an organizational consultant to managers, employees, outside agencies concerning recruitment related issues.
  • Provides direction and leadership to all aspects of the Talent Acquisition functions for the hiring and transferring of hourly, supervisory, managerial and administrative positions for all divisions of the Authority and responsible for the timely filing of vacancies consistent with Authority policies. Develops strategies that address continued development and training of Recruitment Staff such as quality control programs.
  • Assists the Assistant General Manager (AGM) in managing all SEPTA Employee Services and support functions, and in formulating Agency long-term goals and policy in the People & Culture area.
  • Expected to act as SEPTA Ambassador and or represent SEPTA at public facing forums, conferences and industry events.
  • Interfaces regularly with the General Manager, Assistant General Manager/Treasurer, and all other Department Heads on People & Culture issues that require solutions; such as FLSA, FMLA, Military Leave, Personnel Records, Policy and Procedures, COBRA, HIPAA, Terminations, Surveys.
  • Ensures appropriate staffing of reporting departments that meet professional qualifications and standards consistent with the mission and vision of the Authority.
  • Develops policies and procedures to improve unit operations and to ensure compliance with Agency's mission and goals. Evaluates with Staff Directors current policies and practices, and where appropriate, implements immediate changes for improved handling of each departmental function.
  • Ensures that the Division operates within budgetary allocation and have developed adequate fiscal controls to operate with yearly budgetary goals.
  • Develops and implements an internal auditing function to ensure that all Human Resources programs, and services, are administered in a cost-effective manner.
  • Ensures Agency compliance with applicable legislation and with Authority policies, procedures and regulations.
  • Interfaces with Authority departments utilizing services of Employee Services on an ongoing basis. Forecasts and plans personnel requirements to meet long-range, operations and planning, and development strategies.
  • Develops Employee Services’ goals and objectives. Prepares action plans for accomplishment, and maintains measurement criteria for attaining progress and effectiveness of initiatives as they relate to the needs of the internal and external business customers.
  • Keeps abreast of the ever-changing environment, emerging trends in People & Culture, ethics, competencies, metrics, trends in benefits, and new technology.
  • Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
  • Performs other duties as assigned/required.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s Degree in Human Resources or related field required.
  • Fifteen (15) years managerial or program experience in a Human Resources discipline at a large organization.
  • Working knowledge of all related Human Resources disciplines, Benefits, Compensation, Employee Relations, Labor Relations, Management Practices & Health.
  • Excellent written and verbal communication skills required.
  • Proficiency in Microsoft Office products and knowledge of Human Resource Information Systems and Applicant Tracking Systems.
