We are seeking to hire candidates for our Safety Statistics & Reports Admin (9078).

Salary Range: $79,534.00-$99,424.00       

OVERALL DESCRIPTION

Manage the planning, development, implementation, and administration of systems and procedures intended to meet regulatory reporting obligations to support and measure cost containment efforts intended to reduce employee injuries, vehicle accidents and passenger claims, and to support administrative and automation activities of the Safety Department.

SPECIFIC RESPONSIBILITIES

  • Manages the collection and analysis of data, develops systems and procedures to assure accuracy and compliance, provides safety reports to regulatory agencies, and interacts with agency personnel.
    • a)    Manages the collection of data, analysis of reportability, and submission of monthly and annual injury and equipment reports in compliance with Federal Railroad Administration (FRA) guidelines; implements multi-department procedures to assure compliance and avoid citations and fines; represents the Authority in record keeping and reporting audits conducted by FRA; coordinates responses to FRA inquiries.
    • b)    Manages the collection of data and reporting of accident and injury statistics in compliance with Federal Transit Administration (FTA), Section 15 for 405 Report; implements procedures to meet reporting requirements.
    • c)    Manages the collection of data and reporting of accident and injury statistics in accordance with the Department of Labor Accident/Injury Prevention Program.
    • d)    Manages the collection of data and reporting of accident and claims statistics pertaining to interstate bus routes in compliance with the Federal Highway Administration/Interstate Commerce Commission (FHA/ICC).
  •  Analyzes methods of safety data collection and reporting, proposes improved methods, coordinates Authority-wide review and approval of changes, and implements revised collection and reporting methods.
  • Manages the automation and support of cost containment reporting efforts; develops and produces reports measuring effectiveness and progress of accident, injury and claims reduction programs; provides guidance to Accident Reduction Campaign and Location Safety Committee personnel in interpretation and analysis of data. 
  • Identifies sources of data and implements systems to support loss prevention programs in conjunction with other Safety and Risk Management Departments.
  • Utilizes Statistical Process Control in analyzing safety data, assisting in the identification of hazardous conditions, and supporting Operating and Safety and Risk Management Departments in measuring the impact of remedial programs.
  • Contacts other transit agencies to compare data collection and reporting procedures in order to recommend significant improvements.
  • Develops detailed administrative and statistical reports that will track efficiency of projects and programs undertaken by the Division.
  • Supervises the Senior Safety Data Analysts on accomplishing above objectives.
  • Maintains current knowledge of regulatory reporting requirements; keeps abreast of changes in FRA and FTA requirements; coordinates implementation of changes in Authority procedures in order to assure compliance.
  • Maintains current-in-depth knowledge of automation methods, application systems, and networking technology in order to recommend significant improvements. 
  • Maintain the division Monthly Management Reports, Hazard Tracking Logs, NTD, FRA and all assigned reports for trending and analysis purposes. Supports Division data acquisition component to Safety Management Systems (SMS).
  • Directs the effective development, design and implementation of automated systems capable of capturing, tracking and managing all aspects of Safety operation.

SPECFIC RESPONSIBILITIES CONT'D

  • Serves as information system advisor to the Chief Safety Officer, as well as other managers charged with safety improvement, in development and implementation of automation plans to increase productivity and improve operation of their departments. Maintains in-depth knowledge of current automation and information systems methods in order to recommend significant improvements. 
  • Develops and manages systems and procedures to collect and report Authority-wide safety statistics. Promotes the use of Statistical Process Control to achieve uniformity of statistical reporting. Implements procedures to assure the accuracy of statistics, develops and distributes safety statistical reports within the Authority and to regulatory agencies.
  • Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
  • Performs other duties as assigned.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor's Degree or equivalent experience and a minimum five (5) years administrative/computer analytical experience in handling financial or statistical data required.
  • Required working knowledge and familiarity with Cognito Forms, SharePoint, Tableau & ArcGis.
  • Excellent computer skills, including proficiency in Microsoft Office, specifically Excel required.
  • Strong organizational skills required.
  • Excellent verbal and written communication skills required.
  • Knowledge of SEPTA's injury reporting under FRA 225 regulations & SEPTA's NTD reporting under FTA 49 CFR Part 674 regulations preferred.
