The Southeastern Pennsylvania Transportation Authority (SEPTA) is the sixth largest transportation system in the United States, with a vast network of fixed route services including bus, subway/elevated, trackless trolley, light rail, and commuter rail serving a 2,200 square mile service region.     

 

We are currently seeking to hire a Resource Controller (9024) in the PSC/Procurement & Supply Chain Management department.

Salary Range: Min: $59,436.00 - Mid: $74,308.00 - Max: $89,180.00 

*Note: Starting salary not to exceed midpoint.

       

OVERALL DESCRIPTION

Responsible for the maintenance of material availability and service contract requirements within an assigned location. Requires planning, forecasting, analyzing, development and execution of material requirements to support user groups, in addition to interfacing with their respective management teams. Handles specialized procurement activities involving stock and non-stock items.

SPECIFIC RESPONSIBILITIES

  1. Forecasts and establishes production schedules for the supply and delivery of material and equipment to support user groups. 
  2. Expedites material needed for assigned locations. Responsible for establishing, monitoring, and adjusting minimum/maximum levels of materials stored in support of Supply Chain and Inventory Control efforts, including recommendations to discontinue obsolete parts and materials.
  3. Prepares daily and weekly priority/critical material shortage reports, and other reports as required.
  4. Coordinates and facilitates preparation of purchase requisitions, to include specifications and scopes of work, vendor bid evaluations, material requirements, and the preparation of component bill of materials within assigned areas. 
  5. Responsible for the expeditious procurement of stock and non-stock materials in a manner which encourages fair and open competition, and which is in strict compliance with SEPTA’s Procurement Manual/Procedures.  
  6. Works with Engineering, Quality Assurance and other end users to ensure compliance of incoming materials with SEPTA’s specifications and requirements.
  7. Acts in an advisory capacity to end users and other departments through the development of cost analyses and the coordination of alternate parts evaluation, warranty issues, and technical evaluations to ensure cost effectiveness. 
  8. Maintains vendor performance records, to include performance history, deficiencies, responsibility determination reviews, and adherence to all contractual obligations.
  9. Represents Materials Management in matters concerning procurements. 
  10. Utilizes ASI, VMIS, Control D, and ePS programs for procurement and management reporting requirements. 
  11. Assists the Supply Chain Management Section in accomplishing inventory management activities. 
  12. Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
  13. Performs other duties as assigned.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s Degree with two (2) years of relevant experience in a transportation, commercial, governmental operation whose primary responsibilities involve resource control, procurement, purchasing, supply chain, and/or cost control required.
  • In lieu of a Bachelor’s Degree, an equivalent combination of education and experience may be considered (one (1) year of post high school education equates to two (2) years of experience). Minimum experience requirement cannot be substituted with additional/higher education.
  • Proficiency in Microsoft Office programs and ability to handle mainframe applications required.
  • Outstanding customer service, interpersonal, written and verbal communication skills required.
  • Experience working with outside suppliers in addressing problems and providing reliable and rational solutions preferred.
