The Southeastern Pennsylvania Transportation Authority (SEPTA) is the sixth largest transportation system in the United States, with a vast network of fixed route services including bus, subway/elevated, trackless trolley, light rail, and commuter rail serving a 2,200 square mile service region.      

We are currently seeking a Manager, QA/QC - Construction (7131) in the Project Control.

Salary Range: Min: $92,716.00 - Mid: $115,908.00 - Max: $139,100.00 

*Note: Starting salary not to exceed midpoint.



The Manager, Quality Assurance / Quality Control is responsible for the administration of the Quality Management System Plan for the SEPTA’s capital program and for implementing the plan and process within Engineering, Maintenance and Construction at SEPTA.  Further responsibilities include precise documentation of quality assurance and quality control on all projects, development of objectives, policies and procedures for their activity, and clear interpretation of said objectives, policies and procedures. 


General Duties

  1. Develops, administers monitors and oversees the implementation of the Quality Management System Plan for the Engineering, Maintenance and Construction Division. 
  2. Coordinates with Project Managers, Department Managers and other Authority leaders in the development and implementation of the Quality Management System Plan.
  3. Participates in the development of policies and standards related to design and construction as requested. 
  4. Supervises the Senior Engineer, Quality Assurance / Quality Control position. 
  5. Performs special assignments as requested. 


Capital Construction Program Quality Assurance and Quality Control

  1. Reviews and accepts Quality Assurance / Quality Control (QA/QC) Plans from technical departments, contractors, and consultants.
  2. Conducts QC audits for design and construction projects.
  3. Creates checklists to aid in the quality process.
  4. Leverages inspection data to affect specification or policy change.
  5. Reviews design packages for compliance with SEPTA standards.
  6. Provides Best Practices input on QA/QC policy.
  7. Maintains filing for standard specifications and other technical standards. 


ADA Upgrade Program

  1. Conducts technical reviews of design sets (both in-house and 3rd party) for ADA compliance.
  2. Conducts site assessments of complaints or scoping related issues to report on necessary needs for compliance.
  3. Assesses design scopes for ADA compliance.
  4. Conducts ADA check on upgrade projects prior to opening to the public. 
  5. Updates the RR ADA GIS database and provides periodic gap reports.
  6. Works with the Advisory Committee for Accessible Transportation (SAC) on accessibility improvements within capital program.
  7. Supports capital senior staff on design and construction tasks pursuant to ADA compliance.
  8. Provides relevant information to stakeholders through newsletter and training.


QA/QC - Construction

  • B. S. Degree in Engineering, Architecture, Construction Management or related field and a minimum of eight (8) years of progressively responsible engineering/architectural experience required.
  • Valid Driver License required.
  • Must have the ability to navigate railroad and transit construction sites.
  • Excellent verbal and written communication skills required.
  • Excellent organizational and time management skills required.
