We are seeking to hire candidates for our Project Management Specialist (9043) - Capital Infrastructure Improvement position.    

 

Opening Date: 08/06/2025

Job Grade: SAM 38

Starting Salary: $87,620.00

Additional $5,000 salary increase for those with a Pennsylvania PE License

 

OVERALL DESCRIPTION

Under some supervision, the position is responsible for third-party project management. Perfoms inspection and quality assurance aspects of various projects assigned by the manager, to ensure that project implementation and completion meet the requirements and needs of SEPTA. Handles 5 to 15 individual contracts to insure consistent, timely, efficient, and economical performance of contract services in accordance with standards and specifications. Maintains complete, accurate and organized contract administration files. 

SPECIFIC RESPONSIBILITIES

  • Manages existing contracts. Schedules work, dispatch or release service/material delivery, monitor performance, resolve disputes and problems, reviews and approves invoices, maintain contract administration files and records.
  • Monitors status of contract financial expenditures in conjunction with contract term. Alerts chain of command to any premature exhaustion of funds.  Assures timely contract renewal.
  • Provides supervisor with periodic reports, as required, of progress of the work and of contractor’s compliance with the progress schedule. 
  • Prepares budgets for proposed projects and work to be accomplished through third party.
  • Oversees demolitions and construction activities ensuring code compliance and that contract and City of Philadelphia requirements are followed.
  • Observes that submitted shop drawings are followed.
  • Enforces the approved MPT documents.
  • Oversees waterproofing applications ensuring contract documents and manufacturer's requirements are satisfied.
  • Conducts daily safety briefings, periodic safety audits and perform the duties of the project safety officer.
  • Completes and submits the daily inspection reports utilizing construction photos, test results and any other testing required for the project.
  • Assists the Project Manager and Project Engineer in developing cost estimates and processing PCOS and Change Orders.
  • Coordinates between SEPTA and the contractors as required.
  • Testing and Inspection. Assists in approving and reviewing of testing criteria in accordance with the specifications. Coordinates with project Special Inspections.
  • Assists with project close out, complies and prepares all reports as required, paperwork, submittals and others as necessary to manage the various contracts.
  • Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others. 
  • Performs other duties as required.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s Degree and four (4) years of satisfactory experience in project, contract or construction/inspection management is required.
  • An equivalent combination of education and experience may be considered (one (1) year of post-high school education equating to two (2) years of experience) in lieu of the above requirements.
  • Strong personal computer skills required.  Must be proficient in MS software applications, including Excel, Access, and Word. Must demonstrate proficiency at an intermediate level of Excel.
  • Ability to prepare reports and maintain written and computer based records required.
  • Excellent interpersonal skills required to deal effectively with a wide range of individuals at all levels and a strong work ethic.
  • Excellent verbal and written communication skills required.
  • Must possess a valid driver’s license.
  • NORAC qualified, QPE and PC qualified perferred or to be completed within 6 months of job award.
  • Proficiency in the use of Project Management software is required (Trimble Unity Construct/eBuilder preferred).
  • Familiarity with Transit/RR Operations and/or Construction/Building trades preferred.
