We are seeking candidates for the position of Project Management Specialist (9043) - B&B/Rail Facilities in the B&B/Rail Facilities department.

Starting Salary: $87,620.00

Additional $5,000 salary increase for those with a Pennsylvania PE License

       

OVERALL DESCRIPTION

Under some supervision, the position is responsible for third-party service contract management and administration, and functions as the Divisional interface with Purchasing. Handles 5 to 15 individual contracts to insure consistent, timely, efficient, and economical performance of contract services in accordance with standards and specifications. Maintains complete, accurate and organized contract administration files.

SPECIFIC RESPONSIBILITIES

  1. Manages existing contracts. Schedules work, dispatch or release service/material delivery, monitor performance, resolve disputes and problems, reviews and approves invoices, maintain contract administration files and records.
  2. Monitors status of contract financial expenditures in conjunction with contract term. Alerts chain of command to any premature exhaustion of funds.  Assures timely contract renewal.
  3. Evaluates the contracting needs of the Division and develop blanket/requirements contracts as required.
  4. Provides interface between EM&C and Purchasing. Enter requisitions and utilizes ASAP System to track procurement activity status. Expedites procurement process as necessary.
  5. Provides supervisor with periodic reports, as required, of progress of the work and of contractor’s compliance with the progress schedule. 
  6. Manages the acquisition of non-contract materials or services in the areas/commodities of current contract responsibility.
  7. Prepares budgets for proposed projects and work to be accomplished through third party.
  8. Develops and administers new contracts as needed.  Evaluates service requirements, defines scope of work, sourcing and procurement guidance as well as post award contract performance management. 
  9. Develops and refines contract administration performance standards.
  10. Ensures contract administration policies and timely contract renewal efforts are consistent and documented.
  11. Assumes some additional responsibilities in the absence of supervisor.
  12. Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
  13. Performs other duties as required.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s Degree in Engineering, Engineering Technology Management or a related field and four (4) years of satisfactory employment experience in administrative/ financial areas of procurement, project/contract management, contract administration and civil construction is required.
  • An equivalent combination of education and experience may be considered (one (1) year of post-high school education equating to two (2) years of experience) in lieu of the above requirements.
  • Strong personal computer skills required.  Must be proficient in MS software applications, including Excel, Access, and Word. Must demonstrate proficiency at an intermediate level of Excel.
  • Ability to prepare reports and maintain written and computer based records required.
  • Excellent interpersonal skills required to deal effectively with a wide range of individuals at all levels and a strong work ethic.
  • Excellent verbal and written communication skills required.
  • Must possess a valid driver’s license.
