Starting Salary: $101,790.00
Additional $5,000 salary increase for having a Pennsylvania PE License.
OVERALL DESCRIPTION
The Rail Equipment Engineering and Maintenance Division (REEM), New Rail Vehicle Engineering is seeking to hire a Project Engineer for an exciting opportunity to be involved in designing, constructing, and maintaining SEPTA’s railroad and transit vehicles.
This position is responsible for undertaking engineering/quality assurance assignments that are considered to be of "moderate complexity" in size and scope. This position is further responsible to provide technical support and direction for engineering/quality assurance activities, including the definition and coordination for design review and implementation, establishing inspection plans, program/project development and consulting, statistical methods, audits, and continuous improvement approaches to ensure activities are consistent with SEPTA mission values and goals.
SPECIFIC RESPONSIBILITIES
General:
- Consults with senior level engineer/supervision in project definition.
- Exercises proper judgment in application of moderately complex engineering and quality assurance principles.
- Assists in preparation of budgets for proposed projects and work to be accomplished through third party.
- Generates written memoranda, technical reports, specifications, audits, presentations, etc. in a professional effective manner.
- Generates equipment specifications for procurement purposes in sufficient detail to ensure contractor/vendor interpretation.
- Adapts to team efforts where indicated in resolution of matters not suitable for singular contribution.
- Interfaces with Governmental Agencies and, as necessary, other transit Authorities concerning pertinent matter.
- Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
- Performs other duties as assigned.
Rail Vehicle Procurement Disciplines:
- Develops vehicle requirements and writes specifications for new vehicles in cooperation with other SEPTA departments.
- Assesses bid submissions for vehicles and technically evaluates their merit.
- Provides technical support for new vehicle and vehicle system development to assure that the contractor provides reliable vehicles meeting all specifications.
- Performs quality control activities to resolve production problems, maximize product reliability, and minimize cost.
- Supports activities necessary for the acquisition and commissioning of new vehicles including vehicle delivery and testing.
- Provides technical guidance to vehicle maintenance personnel upon request.
QUALIFICATIONS AND EXPERIENCE
- Bachelor Degree in Engineering (Electrical Preferred) and five (5) years of satisfactory progressive relevant work performance that indicates that the individual can perform the technical and supervisory responsibilities of the position required. (Relevant experience can be in designing, constructing, and maintaining railroad, transit vehicles or vehicle systems).
- Excellent written, verbal, and interpersonal skills required.
- Proficiency in MS Office, AutoCAD, and/or other relevant discipline-specific applications as required.
- Valid driver’s license required.
TRAVEL REQUIREMENTS
- Travel is required for this position
- Travel can be to manufacturing, testing facilities or suppliers for inspections, reviews, or testing.
- Travel can be domestic or international.
- Travel frequency can sometimes be up 40% and overnight/long-term.
- Travel can be for one day events, or several weeks in a rotation (2 weeks on, 4-8 weeks off, etc).
