The Southeastern Pennsylvania Transportation Authority (SEPTA) is the sixth largest transportation system in the United States, with a vast network of fixed route services including bus, subway/elevated, trackless trolley, light rail, and commuter rail serving a 2,200 square mile service region.     


We are currently seeking a Project Engineer (1015) - Civil Engineering Design in the MOW/Civil Engineering & Project Coordination department.

The Engineering, Maintenance and Construction Division (EM&C), Civil Engineering Design Department, is seeking a Project Engineer for an exciting opportunity to be involved in designing, constructing, and maintaining SEPTA’s railroad and transit infrastructure. The individual will be involved with a variety of projects that include station, loop, and facility improvement projects, right-of-way drainage projects, ADA upgrades, stormwater management, and resiliency and infrastructure hardening projects.


The Project Engineer will be responsible for undertaking engineering assignments of significant complexity in size and scope for the Civil Engineering Design Department. This position is also responsible to provide technical support and direction for engineering activities including the definition and coordination for design review and implementation, establishing standards and inspection plans, program/project development and consulting, project scheduling and cost estimating, and continuous improvement approaches to ensure activities are consistent with SEPTA mission values and goals.  


  1. Consults with senior level engineer/supervision in project definition.
  2. Exercises proper judgment in application of moderately complex engineering and quality assurance principles.
  3. Assists in preparation of budgets for proposed projects and work to be accomplished through third party.
  4. Generates written memoranda, technical reports, specifications, audits, presentations, etc. in a professional effective manner.
  5. Generates equipment specifications for procurement purposes in sufficient detail to ensure contractor/vendor interpretation.
  6. Adapts to team efforts where indicated in resolution of matters not suitable for singular contribution.
  7. Interfaces with Governmental Agencies and, as necessary, other transit Authorities concerning pertinent matter.
  8. Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
  9. Must be able to occasionally work flexible hours, including nights, weekends and holidays. 


  1. Responsibility for Civil Engineering design and analysis to include but not limited to general site design, E&S controls, stormwater management, stormwater BMP’s, ADA improvements, and grading.
  2. Responsibilities shall include conceptual, preliminary, final design, costing of projects, and permitting as directed by senior level supervision/management.
  3. Generates and coordinates design plans, specifications, and construction procedures relative to any given project/program.
  4. Formulates suitable design parameters, characteristics, and requirements as they may relate to an assigned task and execute where so directed.
  5. Initiates, upgrades, and implements design standards to be employed in assigned specialty area. 
  6. Develops competency in field related investigations, tests, and troubleshooting, including use of available diagnostic devices. 
  7. Provides field engineering support to Maintenance Managers and hourly workforce. Analyzes inspection and maintenance requirements and develops programs to improve performance, reliability, and regulatory/code compliance. 
  8.  Acts as Project Manager for third party contracts for design, construction, or other technical services. Monitors Contractor performance to assure conformance to contract specifications. 
  9. Performs other duties as assigned.


  • Bachelor's Degree in Civil Engineering and five (5) years of satisfactory progressive relevant employment experience that indicates that the individual can perform the technical and supervisory responsibilities of the position required.
  • Excellent written, verbal, and interpersonal skills required.
  • Proficiency in MS Office Suite, AutoCAD Civil 3D or similar, and relevant software applications as required.
  • Valid driver’s license required.
