We are seeking to hire candidates for our Program Manager-Rail Fleet Infrastructure Programs (8018).

Salary Range: $121,498.00-$151,866.00       

OVERALL DESCRIPTION

Rail Fleet Infrastructure Programs, Program Delivery Office

The Program Manager has full responsibility for the organization, execution, and coordination for the infrastructure upgrades required for new rail fleet procurements including but not limited to the Market Frankford fleet (M5), Regional Rail fleet (Silverliner VI), and Broad Street fleet (BLV) for the Authority. The Program Manager will work closely with numerous departments, including New Rail Vehicles, Capital Programs and Engineering & Maintenance. The Program Manager must have extensive knowledge of engineering, construction, operations and good business practices. A particular focus on structural / civil engineering and construction management practices is necessary. This position has full responsibility for accomplishing all phases of assigned projects and activities, from conception to completion.

SPECIFIC RESPONSIBILITIES

Rail Fleet Infrastructure Programs, Program Delivery Office

 

1. Defines strategic goals necessary for each fleet procurement to help manage the programs and measure success. Prepares program scope, schedule, and budget in accordance with set goals necessary for successful implementation of new rail fleet procurements through revenue service, marrying vehicle projects with infrastructure improvements.

2. Identifies how individual projects in different departments rely on one another, coordinating timelines & deliverables in an overall program master schedule for each individual fleet.

3. Develops fleet management and replacement strategies in conjunction with infrastructure programs required for new rail fleets and coordinates with capital planning operations and other departments within SEPTA.

4. Establishes goals, procedures, and objectives for assigned personnel and projects including the

development of resource budgets and including the scheduling, planning and organizing of the work load for subordinates.

5. Manages SEPTA resources associated with infrastructure programs required for new rail fleets and coordinates with various stakeholders to ensure projects meet budget & schedule requirements.

6. Establishes staffing levels, both internal and contracted, necessary to support infrastructure programs required for new rail fleets and related programs.

7. Directs and coordinates the activities of SEPTA departments through all phases required for successful implementation of new rail fleet procurements including planning, design, and construction of necessary infrastructure upgrades.

8. Coordinates cross-functional teams across the organization to ensure effective collaboration and resource allocation for new rail fleet infrastructure programs.

9. Facilitates communication between project teams and senior management, providing regular updates on program progress, challenges, and outcomes.

10. Prepares program status reports as required to present to management showing budget and schedule highlights and potential risks.

11. Implements risk management strategies to identify potential program outcomes and develops contingency plans to mitigate risks.

12. Consults with management at all levels on problem identification and solutions.

13. Reviews existing processes and behaviors and development into best industry-wide rail fleet and infrastructure upgrade practices.

14. Complies with all Authority and departmental safety & security policies and procedures, as well as all applicable job safety responsibilities. Reports any safety concerns, compromises, or hazards affecting self and other employees. Responsible for individual’s own safety and is encouraged to promote the safety of others.

15. Performs other duties as assigned.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s Degree in Engineering, with ten (10) years significant, progressive and responsible experience in the design, construction and/or project management, or related experience, which includes a minimum of five (5) years of managerial/supervisory experience required.
  • Proven project management experience with a complex and multi-phase project required.
  • Extensive knowledge of Transit/ Rail Operations is required.
  • Registered Professional Engineer in the Commonwealth of Pennsylvania preferred.
  • Must possess strong interpersonal skills and the ability deal effectively with a wide range of professional, supervisory and management personnel at all levels of the organization
  • Strong analytical skills with a proven ability to handle and resolve complex problems related to engineering, multi-prime construction, project management, program management and contract administration issues.
  • Excellent verbal and written communication skills with the ability to organize and present technical and project presentations to various levels of management.
  • An ability to work during nights, extended weekends and summer shutdowns, through project completion, imperative.
  • Must possess a valid driver’s license.
