OVERALL DESCRIPTION

Fleet and Infrastructure Integration, Program Delivery Office

Join SEPTA’s Program Delivery Office as a Program Manager and lead transformative infrastructure programs that support the introduction of new fleets across our system. This is a high-impact leadership role responsible for planning, coordinating, and delivering critical upgrades for major fleet procurements, including the Market-Frankford Line (M5), Regional Rail (Silverliner VI), Broad Street Line (BLV), and Hybrid-Diesel buses.

You will oversee projects from concept to completion, ensuring seamless integration of vehicle procurements with infrastructure improvements. This position requires strong technical expertise, strategic thinking, and the ability to manage complex, multi-phase programs that shape the future of transit in our region.

SPECIFIC RESPONSIBILITIES

Fleet and Infrastructure Integration, Program Delivery Office

1. Define Program Objectives and Delivery Framework: Establish clear goals, scope, schedules, and budgets for infrastructure upgrades supporting new fleet implementation.

2. Coordinate Complex Programs: Align multiple projects across departments, creating master schedules and managing interdependencies.

3. Drive Execution: Oversee design and construction phases, ensuring projects meet budget, schedule, and quality standards.

4. Manage Resources: Establish staffing levels, allocate resources, and direct internal and contracted teams.

5. Collaborate Across SEPTA: Facilitate communication between cross-functional teams (New Rail Vehicles, Transit Facilities, Rail Facilities, Operations, Vehicle Maintenance, Project Controls, Planning, Government Affairs, Legal, Finance, System Safety) and senior leadership, providing clear updates on progress and risks.

6. Implement Best Practices: Apply industry-leading standards for engineering, construction management, and risk mitigation.

7. Champion Safety: Ensure compliance with all safety and security policies related to new fleet and infrastructure integration.

8. Complies with all Authority and departmental safety & security policies and procedures, as well as all applicable job safety responsibilities. Reports any safety concerns, compromises, or hazards affecting self and other employees. Responsible for the individual’s own safety and is encouraged to promote the safety of others.

9. Performs other duties as assigned.

QUALIFICATIONS AND EXPERIENCE

o Bachelor’s degree in Engineering.

o 10+ years of progressive experience in design, construction, and/or project management required.

o Minimum 5 years in a managerial or supervisory role required.

o Extensive knowledge of transit/rail operations required.

o Preferred background in civil/structural engineering and construction management.

o Registered Professional Engineer in PA preferred.

o Proven ability to manage complex, multi-phase projects.

o Exceptional communication and presentation skills.

o Strong analytical and problem-solving abilities.

o Ability to work nights, weekends, and during shutdowns as needed.

o Valid driver’s license required.
