The Southeastern Pennsylvania Transportation Authority (SEPTA) is the sixth largest transportation system in the United States, with a vast network of fixed route services including bus, subway/elevated, trackless trolley, light rail, and commuter rail serving a 2,200 square mile service region.   

 

We are currently seeking to hire a Program Manager (8018) - Trolley Modernization Project in the MOW/Staff & Administration department.

OVERALL DESCRIPTION

The Program Manager has full technical responsibility for the interpretation, organization, execution and coordination of his/her assignments for their respective Department. He/She must have extensive knowledge of engineering, construction, operations and good business practices. A particular focus on civil/structural/architectural engineering and construction management practices is necessary. This position has full responsibility for accomplishing all phases of assigned projects and activities, from conception to completion.

 

In this role The Program Manager will be fully responsible for the implementation of SEPTA’s roughly $1.85 Billion Trolley Modernization Program.  This Program includes but is not limited to the oversight of the design and construction of a new Heavy Maintenance Facility, corridor ADA compliance development, NEPA related activities, State of Good Repair improvements related to Trolley improvements.

SPECIFIC RESPONSIBILITIES

  1. Under the direction of the Senior Program Manager, directs all phases of major, multiple-project, multiple-contracts Capital Programs so as to complete the work within the established budget and schedule.
  2. Establishes goals, procedures, and objectives for assigned personnel and projects including the development of resource budgets and including the scheduling, planning and organizing of the work load for subordinates.
  3. Responsible for approval of design engineering and consultant management contracts, procedures, and design contract modifications.
  4. Ensures that all project plans, studies and technical analyses, are complete, correct, and conform to SEPTA and industry standards.
  5. Manages and directs the activities of the program management consultants.
  6. Directs the preparation of final design plans and specifications.
  7. Prepares information required to solicit construction proposals.
  8. Evaluates construction contract bids and recommends award.
  9. Coordinates, directs, resolves conflicts, and approves the construction-related activities of contractors, vendors and consultants related to the Major Capital Construction Program.
  10. Coordinates extensive inspection of projects to assure compliance to plans, schedules, and project budgets.  In this capacity, the Program Manager is also responsible for the review and approval of changes to the project while assuring conformity with previously established goals and objectives.
  11. Establishes design and construction criteria, standard specifications, general plans, standard plans, and management procedures to effect consistency and assure compliance with industry standards.
  12. Consults with management at all levels on problem identification and solutions of same on issues of engineering and construction.
  13. Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
  14. Perform other duties as assigned.

 

QUALIFICATIONS AND EXPERIENCE

 

  • Bachelor’s Degree in Engineering, with ten (10) years significant, progressive and responsible experience in the design, construction and/or project management, or related experience, which includes a minimum of five (5) years of managerial/supervisory experience is required.
  • Extensive knowledge of civil/transit engineering and construction management practices is required.
  • Extensive knowledge of Transit Operations is required.
  • Registered Professional Engineer License is required; Commonwealth of Pennsylvania preferred.
  • Must possess strong interpersonal skills and the ability deal effectively with a wide range of professional, supervisory and management personnel at all levels of the organization
  • Strong analytical skills with a proven ability to handle and resolve complex problems related to engineering, multi-prime construction, project management, program management and contract administration issues.
  • Excellent oral and written communication skills with the ability to organize and present technical and project presentations to various levels of management.
  • An ability to work during nights, extended weekends and summer shutdowns, through project completion, is imperative.
  • Must possess a valid driver’s license.
