Salary Range: Min: $72,098.00 - Mid: $90,116.00 - Max: $108,134.00 

*Note: Starting salary not to exceed midpoint.

 

The Southeastern Pennsylvania Transportation Authority (SEPTA) is the sixth largest transportation system in the United States, with a vast network of fixed route services including bus, subway/elevated, trackless trolley, light rail, and commuter rail serving a 2,200 square mile service region.      

We are currently seeking a Program Development Specialist (Training & Instructional Design) (9160) in the HR/Training.         

 

 

BASIC ADMINISTRATIVE RESPONSIBILITIES

  1. Participates in the development of policies in the immediate manager’s organization, and interpret such policies throughout the department. 
  2. Develops objectives, policies and procedures for the approval of immediate manager. 
  3. Interprets and administers programs and procedures in accordance with approved policies.
  4. Performs special assignments for immediate manager as requested.
  5. Reports performance to immediate manager.
  6. Coordinates expense budget spending for the department to maintain performance within budget.
  7. Develops a suitable successor and be responsible for training replacement at all levels within department.
  8. Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.

OVERALL DESCRIPTION

Responsible for assessing, designing, developing, facilitating/training and evaluating Authority-wide programs and initiatives relative to management/employee learning and development and organizational change.

SPECIFIC RESPONSIBILITIES

  1. Manages and provides oversight of corporate wide training projects.
  2. Develops, conducts, and evaluates state-of-the-art management and employee learning and development programs ensuring they are aligned with the Authority’s vision, mission, and goals.
  3. Advertises training programs, reserves classrooms, confirms participants, and registers students using a training/learning management system.
  4. Provides current research and emerging training and consulting trends and techniques through association with business, professional and trade organizations and incorporates them into existing practices.
  5. Establishes and analyzes appropriate measurement criteria for ensuring the effectiveness of learning and development programs.
  6. Incorporates activities to transfer classroom training back to the work setting.
  7. Initiates training needs assessments, including computer-based surveys, to determine the scope of current and future needs.
  8. Establishes protocol for regular evaluation and revision of existing training programs.
  9. Assists in the development and implementation of computer-based training initiatives, simulations, and blended learning.
  10. Assists in securing innovative and creative funding for learning and development programs.
  11. Partners with outside vendors and internal subject matter experts on the design and implementation of training programs. 
  12. Writes updated Participant and Leader’s Guides for training. 
  13. Works with other departments to support training, i.e., IT, graphics, etc.
  14. Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities.   15. Performs other duties as assigned.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s Degree in Instructional Design, Organizational Development, Adult Education or a related field required.
  • Five (5) years of related experience in a corporate training environment which includes” assessing, designing, developing, and evaluating training and development programs required.
  • Exceptional facilitation/training skills required.
  • Ability to work independently and build relationships with all levels of employees required.
  • Demonstrated record of designing and implementing training and development programs utilizing state-of-the-art technologies and best practices using a learning management system and blended learning required. 
  • Strong planning, scheduling and administrative skills required.
  • Excellent verbal and written communication skills required.
  • Excellent analytical and problem solving skills required.
  • Proficiency in Microsoft Office Excel, Outlook, PowerPoint and Word required. 

IDEAL QUALIFICATIONS AND EXPERIENCE

  • Master’s degree in Instructional Design, Organizational Development or Adult Education preferred.
  • Certified in several nationally-renowned leadership, management, communication, emotional intelligence, conflict resolution, team building or personality assessments preferred.
  • Experience designing e-learning programs preferred. 
  • Proficiency in Articulate 360 and Adobe Captivate preferred. 
  • Experience working in a transportation environment preferred.
