We are seeking to hire candidates for our Program Development Specialist (9160).

Salary Range: $82,342.00-$102,908.00
OVERALL DESCRIPTION
Responsible for assessing, designing and developing Authority-wide e-Learning programs, simulations, and blended learning solutions.
SPECIFIC RESPONSIBILITIES
- Develops, conducts, and evaluates state-of-the-art eLearning solutions, simulations, and blended learning ensuring they are aligned with SEPTA’s vision, mission, and goals.
- Socializes educational programs, reserves classrooms, confirms participants, and registers students using a Training/Learning Management System.
- Provides current research and emerging training and consulting trends and techniques through association with business, professional and trade organizations and incorporates them into existing practices.
- Establishes and analyzes appropriate measurement criteria for ensuring the effectiveness of learning and development programs.
- Initiates training needs assessments, including computer-based surveys to determine the scope of current and future needs.
- Establishes protocol for regular evaluation and revision of existing training programs
- Assists in the development and implementation of eLearning solutions, simulations, and blended learning.
- Partners with internal subject matter experts on the design and implementation of training programs.
- Works with other departments to support training, i.e., IT, Graphics, etc.
- Performs other duties as assigned.
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s Degree in Education or related field with five (5) years of related experience on Adult Learning and Organizational Behavior, including assessing, designing, developing, facilitating/training, and evaluating Learning and Development programs required.
- Ability to work independently and build relationships at all employee levels.
- Demonstrated record in designing and implementing eLearning programs utilizing state-of-the-art training technologies and best practices using a Training/Learning Management System and blended learning required.
- Strong planning, scheduling and administrative skills required.
- Must possess excellent verbal and written communication skills.
- Proficiency in Microsoft Office (Excel, Outlook, PowerPoint, Word) required.
- Internal SAM employees are eligible to apply for open positions (transfer/promotion) after six (6) months from the date of assignment for their current position. A review of the previous one (1) year performance appraisal (to ensure minimum standard of “Meets Expectations” for overall rating) will be conducted. A review of Discipline record, to ensure no discipline actions occurred during previous 1 year of employment will also be conducted.
- Proficiency in Articulate 360 software and SuccessFactors LMS preferred.
- Proficiency in Adobe Creative Cloud preferred.
