Salary Range: Min: $70,668.00 - Mid: $88,348.00 - Max: $106,028.00
OVERALL DESCRIPTION
Acts as the liaison between System Safety and Operations to develop, oversee, and implement safety training programs and initiatives to support a proactive, compliant safety climate for all groups within the Division.
SPECIFIC RESPONSIBILITIES
- Contributes to building a best-in-class safety culture by anticipating problems and providing solutions. Shares knowledge and provides training to employee teams and creates an environment of learning, mentoring, and empowerment promoting employee engagement.
- Coordinates Operations role in the Safety Management System.
- Establishes and implements safety training objectives. Plans, develops, schedules, and arranges for regulatory and safety/health related training.
- Maintains effective and efficient records, databases, and reporting system for training, licensing, testing, and other training-significant resources.
- Develops new standard operating procedures related to safety. Conducts change management activities to facilitate enhanced processes to strengthen internal controls and impact continuous improvement in safety.
- Coordinates safety meetings with leadership, management, and frontline employees to develop and manage a standardized Toolbox/Safety Meeting program to discuss work environment safety related issues and propose strategies for risk reduction and corrective action.
- Conducts audits of Transportation and maintenance operations to ensure compliance with operating rules, standard operating practices, and SEPTA safety programs.
- Interfaces with System Safety during investigations of vehicular crashes, work- related injuries, and other safety events.
- Works with departmental staff to implement System Safety recommendations and Corrective Action associated with incident investigations.
- Serves as representative for third-party safety audits such as APTA Safety Audits and FTA State Safety Oversight.
- Research, reviews, and remains current on regulatory and safety issues, guidelines, best practices, and laws to ensure SEPTA's continuous compliance with related regulations and procedures.
- Coordinates with Location Safety Committees, (LSCs), to assist with items presented for follow-up and closure.
- Performs other duties as assigned/required.
QUALIFICATIONS AND EXPERIENCE
- Bachelor's Degree in Business Administration, Safety, or other relevant discipline plus three (3) years of experience in transportation operations, risk management, safety, or another relevant field.
- An equivalent combination of education and experience (two (2) years of relevant experience equating to one year of post high school education) may be considered lieu of the above requirements.
- Must have a valid driver’s license.
- Must have demonstrated experience developing, implementing, or managing safety programs and working with standard operating procedures (SOPs). Experience in a transit operations environment is preferred.
- Must be able to work nontraditional working hours and meet short-term deadlines.
- Must have excellent planning, organizational, and time management skills.
- Must have excellent verbal, written communication, and presentation skills. Must have computer experience including Microsoft Office Suite or equivalent.
