We are seeking to hire candidates for our Operations Analyst I (5204).

Salary Range: $59,540.00-$74,412.00       

OVERALL DESCRIPTION

OPERATIONS

Responsible for assisting the Director of Contract Compliance with program/project support consisting of various administrative and technical duties including analytical and data reporting and supporting the needs of the Contract Compliance section.

SPECIFIC RESPONSIBILITIES

OPERATIONS

  • Develop analytical reports for the Access fleet as required. Identifies trends related to vehicle equipmentand mechanical failures required for corrective actions as well as overall fleet size.
  • Analyzes on time performance (OTP) data for contractors, drivers, and associated tours. Processes and documents all data into a demand response scheduling database.
  • Coordinates and documents the retirement of and receiving of Access vehicles in both the demand response scheduling and vehicle maintenance databases.
  • Manage online database for all Access safety sensitive staff tracking new hire due dates, annual due dates,driver license expiration dates.
  • Track and record all contractors liquidated damages, driver terminations, compliance holds, and vehicle maintenance.
  • Prepare monthly forms for NTD (National Transit Database).
  • Fill out forms for new buses and prepare paperwork for transfer of buses when contracts end.
  • Develops and runs specified reports to target compliance utilizing a vehicle maintenance database for the Access Compliance Director and Officers.
  • Measures the effectiveness of established maintenance programs. Reports on findings to immediate manager. Recommend changes to improve vehicle reliability, availability, cleanliness, and safety.
  • Maintains and updates internal Access Key Performance Indicator (KPI) reports required for SEPTA and the FTA on a monthly, semi-annual, or annual basis.
  • Analyzes contractor driver’s records for valid/current licenses in accordance with applicable State laws. Additionally, reviews submitted criminal abstracts for contract adherence. Notifies Compliance Director and contractors where violations are identified.
  • Coordinates resolution of motor vehicle violation issues with city and state agencies. Ensure contractors resolve issues in a timely manner. Records and updates all transactions in appropriate databases.
  • Establishes and maintains a digital library for organizing and filing of all Access Paratransit contracts and related documents. Improves access and allows systematic tracking of contractual changes in scope,terms, and conditions as well as other information included in the contracts. Provides periodic reports to the Director of Contract Compliance with key performance indicator (KPI) and other statistical information pertaining to Paratransit operations.
  • Provides documentation as required for contractual issues arising through review of the daily Control Center reports. Reviews with Director of Contract Compliance for contractual remedies.
  • Performs other duties as assigned.

QUALIFICATIONS AND EXPERIENCE

OPERATIONS

  • Bachelor’s degree required with some previous analytical experience preferred.
  • An equivalent combination of experience and education (two (2) years of experience equates to one (1)year of formal education) may be considered in lieu of the Bachelor’s degree requirement.
  • Familiarity with multi-modal public transit systems - i.e., Bus/Light Rail/Heavy Rail/Commuter Rail/ Paratransit operations preferred.
  • Strong personal computer skills required. Must be proficient in Power BI, MS software, and Crystal reports applications as well as familiarity with Access. An exercise to measure the applicant’s proficiency in Crystal reports and/or MS Access will be administered at the time of interview.
  • Ability to prepare reports and maintain written as well as computer-based records required.
  • Strong interpersonal skills required to deal effectively with a wide range of individuals at all levels and astrong work ethic.
  • Excellent analytical, verbal, and written communication skills required.
  • A review of employee’s work record will be performed as part of the interview/selection process.
