We are seeking to hire a candidate for our Manager of Compliance (6256).

OVERALL DESCRIPTION
Reporting directly to the Chief Engineer, the Manager of Compliance, ensures the Engineering, Maintenance, and Construction, EM&C, Department operates within legal, ethical, and industry-specific regulations, mitigating risks by developing internal policies and auditing procedures. The position works with the Deputy Chief Engineers for the four engineering disciplines, Track, Bridges and Buildings, Power, and Communications and Signals, to drive operational workflows and ensure all compliance tasks are completed, validated, and documented on time. This position acts as a direct liaison to the System Safety Department and bridges the gap between regulatory bodies and business operations, often training employees on compliance requirements and investigating violations. It also strives to ensure all Engineering documents are updated, controlled, and meet Authority needs and regulatory standards. In cooperation with the asset management group, the Manager of Compliance works to integrate inspection and maintenance protocols into the Asset Management System as well as monitor conditions for prioritization of capital renewals and overhauls of the Engineering assets.
SPECIFIC RESPONSIBILITIES
- Develop, periodically review, and recommend changes to departmental standard operating procedures and other instructions.
- Implement and enforce document control processes for departmental standard operating procedures and other instructions.
- Develops and enforces operational workflows for various departmental activities including but not limited to: safety directives, corrective action plans, root cause analysis, customer service tickets (Veritas) to ensure all are completed, validated, and documented on time.
- In cooperation with system safety and subject matter experts, investigate and report on departmental operation and safety incidents.
- Develop new and improve current Monthly Maintenance Reports, MMR’s, with Key Performance Indicators, KPI’s, that are used in measuring performance of the EM&C department.
- Audit and report on departmental inspections, maintenance, and safety programs and identifying potential areas of non-compliance or gaps.
- In cooperation with the Quality Assurance group, audit Capital Projects for compliance with Contract Documents and standard operating procedures.
- In cooperation with the Training department, periodically review department training materials and audit classroom and on-the-job training to ensure all company and regulatory requirements are being met and strive to continuously improve their overall quality and effectiveness.
- Perform special assignments as directed by the Chief Engineer.
QUALIFICATIONS AND EXPERIENCE
- Bachelor of Science Degree in Engineering or a related field and a minimum of six (6) years of relevant experience working in the Transportation industry.
- In lieu of a bachelor’s degree, an equivalent combination of education and experience (i.e., no degree and 14 years of relevant experience) will be considered.
- Proficient in Microsoft Office applications.
- Expert working knowledge of Code of Federal Regulations Title 49.
- Working knowledge of APTA standards.
- Working knowledge of FRA, FTA, and OSHA requirements.
- Proficient in technical writing.
- Qualified in and expert knowledge of operating rules for transportation.
- Working knowledge and experience in maintenance and construction of rail transportation infrastructure.
- Internal SAM employees are eligible to apply for open positions (transfer/promotion) after six (6) months from the date of assignment for their current position. A review of the previous one (1) year performance appraisal (to ensure minimum standard of “Meets Expectations” for overall rating) will be conducted. A review of Discipline record, to ensure no discipline actions occurred during previous 1 year of employment will also be conducted.
