We are seeking to hire a candidate for our Manager of Administration & Analysis (7005) - Operations Support Services position.

Salary Range: $79,534.00-$99,424.00
OVERALL DESCRIPTION
Plans, develops and manages the department’s annual operating budget and manpower allocations. Gathers data and produces analytical reports on the department’s operations performance for management throughout Surface Transportation, as well as for other relevant departments.
SPECIFIC RESPONSIBILITIES
- Plans, develops, and manages the department's operating budget for routine and complex modifications, as needed.
- Compiles and distributes a constant flow of timely, accurate information regarding the financial and manpower condition of the department to the departmental managers.
- Develops regular, timely and accurate reports on the attainment of established operational goals and provides to Senior Leadership.
- Interfaces with Finance for budgetary matters and Operations Administration for operational performance issues.
- Represents the department in meetings and deliberations with Human Resources and Operations Training to ensure that the hiring process meets departmental needs and priorities.
- Routinely examines the models and systems needed to effectively track and monitor financial, manpower and operational performance control programs. Refines, modifies, upgrades and/or replaces as needed.
- Manages aspects of the department's procurement of materials and services.
- Develops and maintains procedures, reports and graphs required to administer 3rd party contracts.
- Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
- Performs other duties as assigned/required
QUALIFICATIONS AND EXPERIENCE
- Bachelor's Degree from an accreditted college or university in Business Administration or related discipline, and a minimum of five (5) years of employment experience in budget preparation; financial monitoring and reporting; statistical analysis or other complex functions in transportation operations required.
- An equivalent combination of experience and education (i.e., two (2) years of related equating to one (1) year of formal post high school education) may be considered in lieu of the above requirements.
- Excellent verbal and written communication skills required.
- Excellent analytical skills required.
- Excellent computer skills required: Candidate must demonstrate Excel proficiency and may be required to bring and discuss examples of documents that demonstrate these skills.
- Knowledge of Surface Transportation operations preferred.
