Salary Range: $89,908.00-$112,398.00

OVERALL DESCRIPTION
The Manager of Safety Promotion leads the development, implementation, and ongoing management of System Safety programs for safety training and safety communication. The Manager provides organizational leadership, interdepartmental and interagency influence, strategic vision, and Safety Management Systems (SMS) integration for these functions. Under the Manager’s leadership, System Safety identifies safety training needs throughout the organization in response to hazardous conditions, corrective action plans, regulatory requirements, and more: procures and develops suitable coursework; tracks safety-sensitive competencies across departments; and maintains detailed training records. Safety communications responsibilities include internal communications to share information related to the agency’s safety performance, to convey information regarding safety risks relevant to transit workers’ roles, and to report back to workers actions taken in response to safety issues reported by workers; and public relations to promote safety awareness among SEPTA’s patrons and partners.
SPECIFIC RESPONSIBILITIES
- Proactively supports implementation of SMS by identifying needs and opportunities for new and improved safety training initiatives; and by identifying potential improvements to internal and external safety communications, especially for communicating information about safety risks and safety risk mitigations to transit workers; establishes and maintains effective means of coordination with other System Safety department Directors to achieve this level of support.
- Plans, manages, and facilitates a comprehensive safety training program to meet regulatory requirements, including federal requirements under 49 CFR 270 and 49 CFR 673, as well as SEPTA program requirements and organizational needs, especially to address safety and security risks identified through SEPTA’s safety risk management (SRM) program; develops, maintains, and improves the SEPTA Safety Training Plan and collaborates with other departments/divisions to ensure compliance with safety training requirements.
- Works with direct reports in safety training to identify training needs, develop and procure training, manage third-party contracts, revise and refine existing training programs, and maintain accurate and complete training records.
- Works with direct reports to proactively track safety-sensitive job competencies, credentials, and certifications
- Works with direct reports in safety training to manage safety training delivery and tracking through SEPTA’s learning management system (LMS).
- Routinely evaluates safety training performance in the spirit of continuous improvement and develops metrics and processes for this routine evaluation; performs regular audits of the safety training program and safety-sensitive training programs in Operations, Maintenance, and other SEPTA departments.
- Facilitate cooperation with SEPTA Training Department and other SEPTA divisions to ensure safety training efforts are well integrated with SEPTA’s broader training mission; where beneficial, coordinates with other SEPTA divisions to reduce redundancies and inefficiencies arising from multiple and/or incompatible I.T. platforms, organizational procedures, and document control protocols for training programs.
- Works with the Director, Safety Risk Management (SRM) to ensure timely and effective internal communication of actions taken in response to safety risks reported through the internal safety reporting program. With the Director, SRM, plans, develops, and implements formal processes and procedures for communicating this information to all affected transit workers.
- Plans, develops, and implements formal processes for informing transit workers of safety risks affecting their work, as well as new or revised policies, activities, and procedures related to their safety-sensitive roles and responsibilities.
- Works with direct reports to develop and maintain internal communications channels, including web pages, intranet pages, print and digital bulletin boards, Monthly Safety Bulletins, and other means of posting safety information.
- Oversees planning and development of internal safety awareness campaigns, including bi-annual employee safety awareness days.
- Ensures the proper distribution of key safety plans and procedures, including the Public Transit Agency Safety Plan (PTASP).
QUALIFICATIONS AND EXPERIENCE
- Bachelor's Degree in Business Administration, Communications, Marketing or a relevant discipline plus five(5) to seven (7) years' of relevant experience required.
- An equivalent combination of experience and education (i.e., two (2) years of related experience, equating to one (1) year of formal post-high school education) may be considered in lieu of the above requirements. Post-Baccalaureate Degree (Master, Ph.D., etc.) will provide up to four (4) years of related experience to the applicant.
- Must possess a valid driver’s license.
- Experience in operations in the Public Transportation Industry preferred.
- Must demonstrate the ability to pursue/perform multiple tasks simultaneously.
- Must have a strong understanding of union and management environment and demonstrate the ability to address health and safety matters directly to union employees and leadership.
- Must have excellent verbal and strong technical writing skills.
- Must have strong interpersonal skills.
- PC experience with MS Word, Excel, and PowerPoint required.
