Salary Range: $79,534.00-$99,424.00       

OVERALL DESCRIPTION

Business Services

Plans, organizes, controls, coordinates and provides leadership for systems, redundancy, and/or programming projects to ensure successful implementation.

SPECIFIC RESPONSIBILITIES

Business Services

  1. Assigns, prioritizes, and monitors the task of programmers and/or analysts assigned to the project. 
  2. Identifies, designs and implements specific systems improvements to existing applications as determined appropriate by the respective department management.
  3. Utilizes effective management techniques in order to ensure timely and comprehensive completion of each related project.
  4. Works with various departmental personnel in order to analyze a given project and determines the best way to accomplish the request.
  5. Develops a comprehensive schedule by which each task is defined, manpower utilization is planned and tasks are completed in order to meet a specific target on time and within budget.
  6. Supports and assists analysts, programmers and peers, as requested or required, in order to meet specific goals.
  7. Performs and/or directs the system design effort in support of assigned projects.
  8. Develops cost effective recommendations and plans ways and means of presenting the merits of the solution to department managers, and assists in problem solving and prevention.
  9. Maintains an in-depth knowledge of systems in order to recommend significant improvements.
  10. Ensures that adequate controls are exercised in order to ensure accurate and timely processing of systems.
  11. Provides advice and recommendations using business knowledge and experience. In many situations the advice and recommendations are unrelated to a computer application.
  12. Performs assigned feasibility studies for projects. Some of the activities include problem definition, evaluation of alternatives, recommendations, and presentations to management.
  13. Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
  14. Performs other duties as assigned.

QUALIFICATIONS AND EXPERIENCE

  • BA or BS degree in Information Technology, Computer Science, Business Administration or related field and five (5) years application development experience in related field.
  • An equivalent combination of experience and education (i.e., two (2) years of related experience, equating to one (1) year of formal post high school education) may be considered in lieu of the above requirements. 
  • Understanding and experience with project management methodology including deliverables, goals, and objectives required.
  • Experience with Crystal Reports or similar reporting and business intelligence tools a plus
  • Excellent analytical, verbal and written communication skills required.
