The Southeastern Pennsylvania Transportation Authority (SEPTA) is the sixth largest transportation system in the United States, with a vast network of fixed route services including bus, subway/elevated, trackless trolley, light rail, and commuter rail serving a 2,200 square mile service region.      

 

We are currently seeking a Manager Engineering (8036) - Structural in the EM&C B&B/Bridges & Buildings department.

Salary Range: Min: $92,716.00 - Mid: $115,908.00 - Max: $139,100.00 

*Note: Starting salary not to exceed midpoint.

       

OVERALL DESCRIPTION

Manages the Structural Engineering group by providing leadership and guidance while overseeing the engineering and repair recommendations for all structures/infrastructure within SEPTA’s property. Structure types include bridges, tunnels, buildings/shop facilities, catenaries, retaining walls, high mast light poles, passenger stations, etc. The primary function of this position is the supervision engineering, planning, inspection, design, construction, and other support pertaining to structural engineering, this includes:

  1. Overseeing SEPTA’s in-house and 3rd party design projects
  2. Provide construction and maintenance support
  3. Developing and maintaining SEPTA’s Structural Design Standards
  4. Coordinating the appropriate technical assistance to SEPTA Force Account
  5. Ensuring that the staff stay abreast of current technologies.

BASIC ADMINISTRATIVE RESPONSIBILITIES

  1. Participate in the development of policies in the immediate manager’s organization and interpret such policies throughout the department. 
  2. Develop objectives, policies, and procedures for their activity for the approval of immediate manager.
  3. Interpret and administer programs and procedures in accordance with approved policies.
  4. Perform special assignments for immediate manager as requested.
  5. Report performance to immediate manager.
  6. Coordinates expense budget spending for the department to maintain performance within budget.
  7. Develop a suitable successor and be responsible for training replacements at all levels within the department.
  8. The Manager Engineering - Structural may have on call responsibilities as their expertise is needed for projects that occur outside of normal business core hours.

 

SPECIFIC RESPONSIBILITIES

  1. Manages the Structural Engineering section by clearly defining functions and goals, establishing priorities, assigning work, mobilizing resources, and monitoring progress.
  2. Ensures adherence to standards and quality control, supervises structural engineers, maintains project milestones and checklists and works with other sections in Engineering and Divisions within the Authority
  3. Develop standard design details and specifications and standardize maintenance programs.
  4. Provide the short and long term planning necessary to maintain and upgrade existing bridges, building facilities, and other structures.
  5. Creates designs for structural repairs as they relate to bridges, tunnels, retaining walls, culverts, buildings, high mast light poles, etc. including the necessary design calculations and sketching the layout of repairs
  6. Performs structural analysis of existing bridges and other structures to determine their load carrying capacity
  7. Develop feasibility studies and reports, including cost estimates.
  8. Develop schematic, preliminary, and final designs, documents, and cost estimates intended for both in-house and 3rd party construction.
  9. Review schematic, preliminary, and final designs, documents, and cost estimates prepared by 3rd party consultants.
  10. Provide technical assistance during in-house and 3rd party construction being managed by others.
  11. Manage 3rd party construction.
  12. Maintain company records regarding the physical facilities and structures.
  13. Prioritizes any necessary repairs, reviews repair recommendations, and transmit recommendations directly to the appropriate parties.
  14. Responds to urgent and/or emergency events involving the condition of bridges or other structures and assists in making important decisions on the necessary actions;
  15. Performs other duties as assigned/required, including night and weekend work, as projects and emergencies dictate

QUALIFICATIONS AND EXPERIENCE

  • Bachelor Degree in Civil/Structural Engineering, and eight (8) years of responsible related Civil/Structural engineering experience required.   
  • Professional Engineering (PE) Registration required.
  • Excellent written and verbal communication skills required.
  • Must be proficient in the latest versions of the following programs: AutoCAD, Microsoft Office Suite, and Microsoft Project.  
  • Familarity with Revit, STAAD or similar structural engineering software programs a plus.
  • Prior Supervisory or "lead" experience preferred.
