We are seeking candidates for the position of Manager Engineering (8036) - Revenue Operations - (Fare Collection) in the Finance/Revenue Operations department.

Starting Salary: $133,900.00 

Additional $5,000 salary increase for those with a PE License

OVERALL DESCRIPTION

The Manager will manage and supervise the Testing, Quality Assurance, and Quality Control program and staff responsible for identifying equipment problems, supporting, and testing timely solutions before or after equipment and media are configured for revenue service and SEPTA KEY Fare Collection program.

SPECIFIC RESPONSIBILITIES

  • Provide technical oversight, review and process management over New Payment Technologies (NPT) hardware, software and configuration testing, quality assurance and quality control program for all equipment and applications provided by the System provider for revenue service and the SEPTA KEY Fare Program.
  • Review daily activity reports to ensure that open issues are being addressed or escalated in a timely manner.
  • Review performance, work quality and process management of direct reports within the Engineering, Testing, QA & QC program under the oversight of the Director of Engineering/Design.
  • Oversee program policies and best practices for engineering protocols, maintenance and performance goals for Revenue Operations and the SEPTA KEY Fare Program.
  • Perform technical reviews on New Payment Technologies Contract Change Orders.
  • Provide oversight for the development of all System equipment and application Operation and Maintenance (O&M) manuals for use by Revenue Operations personnel.
  • Coordinate with the Director of Engineering/Design on all procurement needs, training, and professional development of all department personnel.
  • Prepare reports on Testing, Quality Assurance, and Quality Control budget along with explanation on budget variance.
  • Audit monthly benchmark ratios and analyze output of departmental goals.
  • Complies with all Authority and department safety and security policies and procedures, as well as all applicable job safety responsibilities. Reports any safety concerns, compromises, or hazards affecting self and other employees. Responsible for encouraging and promoting the safety of self and others within the department.
  • Perform other administrative duties as assigned.

ADDITIONAL SPECIFIC RESPONSIBILITIES

Testing

  • Review NPT equipment and system design, engineering, performance, and identify issues with direct reports to ensure that contractual requirements are being met and to resolve design and performance issues by working directly with the System provider’s technical teams.
  • Develop and coordinate work plans with the System Contractor for changes in equipment and system hardware, software, fare tariffs, station enhancements and new system integrations.
  • Manage testing and quality activities by department personnel to ensure fare collection equipment and systems meet standards and specifications for performance levels.
  • Manage documentation of specifications for equipment upgrades, modifications and improved standards for performance and reliability.
  • Maintain test manufacturing and performance specifications for all fare instruments, such as smart cards, magnetic cards, tags, labels, ID cards, and all other forms of accepted media.
  • Review fare collection equipment contract engineering change orders to ensure all changes are properly justified and documented with all relevant information and schematics.
  • Perform other testing duties as assigned.

 

Quality Assurance and Control Inspections/Reviews

  • Develop and review maintenance and overhaul standards, policies, procedures, and protocols for all fare collection and processing equipment.
  • Perform technical reviews and approve all media (SMART and magnetic) prior to distribution and sale.
  • Prepare and/or review engineering drawings under the oversight of the Director of Engineering/Design for equipment and system changes.
  • Manage a quality assurance standard audit program that measures revenue collection equipment reliability and performance monthly, compared to benchmarks in department goals.
  • Inspect all activities within Revenue Operations pertaining to maintenance, repair, overhaul, warranty servicing and upgrade of fare collection equipment and systems in Transit, Regional Rail, Parking, and Cash Room Operations and ensure work quality meets specifications.
  • Oversee approved processes to assure continuing Authority-wide compliance with PCI requirements in conjunction with Finance and Information Technology. Manage PCI compliance process and schedule audits, reviews, and remediation procedures.
  • Monitor vendor, contractor, and Revenue Operations installation teams to ensure fare collection equipment operating performance meets standards stated in contract specifications.
  • Perform other QA/QC duties as assigned.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s Degree in Electrical/Electronics/Computer/Software/Systems Engineering or a related Engineering discipline is required.
  • An equivalent combination of experience and education (i.e., two (2) years of related experience, equating to one (1) year of formal post high school education) may be considered in lieu of the above listed educational requirements.
  • Eight (8) years of experience in electronic fare collection equipment and systems project implementation and project management is required.
  • Extensive knowledge of ISO/IEC standards of magnetic encoding and contactless smart card technologies is required.
  • Working knowledge of real-time transactional processing protocols and interfaces is required.
  • Working knowledge of communication networks and security protocols is required.
  • Must understand PCI requirements and strategies for SEPTA to maintain compliance.
  • Excellent computer skills and working knowledge of Computer Aided Design (CAD) is required.
  • Knowledge of reading mechanical, electrical, and electronic drawings/schematics is required.
  • Ability to generate project plans to resolve design process issues is required.
  • Demonstrated skills in process development, process documentation, statistical process controls, and validations are required.
  • Excellent verbal and written communication skills are required.
  • Must be able to work day and/or night shifts, weekends, and holidays.
  • Registered Professional Engineer (P.E.) preferred.
  • Experience as a Project Manager or leading cross-functional work groups preferred.
  • Five (5) years of supervisory experience in electronic fare collection equipment and systems maintenance and engineering preferred.
