The Southeastern Pennsylvania Transportation Authority (SEPTA) is the sixth largest transportation system in the United States, with a vast network of fixed route services including bus, subway/elevated, trackless trolley, light rail, and commuter rail serving a 2,200 square mile service region.      

We are currently seeking a Manager Engineering - Power (8036) in the EM&C MOW/Power.         

BASIC ADMINISTRATIVE RESPONSIBILITIES

  1. Participates in the development of policies in the immediate manager’s organization and interprets such policies throughout the department.
  2. Develops objectives, policies and procedures for the approval of immediate manager.
  3. Interprets and administers programs and procedures in accordance with approved policies.
  4. Performs special assignments for immediate manager as requested. 
  5. Reports performance to immediate manager.
  6. Coordinates expense budget spending for department or activity to maintain performance within budget.
  7. Develops a sound organization, staffed with trained personnel able to perform the functions of the department. 
  8. Develops a suitable successor and be responsible for training replacements at all levels within the department.
  9. Complies with all Authority and departmental safety and security policies and procedures, as well as all applicable job safety responsibilities. Reports any safety concerns, compromises, or hazards in the hazards affecting self and other employees is responsible for the individual’s own safety and is encouraged to promote the safety of others.

 

OVERALL DESCRIPTION

 

Manages the Power Engineering section by providing leadership and guidance while overseeing the SEPTA in-house and third party design projects; providing construction and maintenance support; developing and maintaining SEPTA’s Power standards; developing and maintaining SEPTA’s Power database(s); coordinating the appropriate technical assistance in the field to the trades; providing oversight to the code and regulatory compliance program; Coordinate all inspection activities; Manage inspection group. Ensuring that staff stay abreast of current technologies. 

SPECIFIC RESPONSIBILITIES

 

  1. Manages the Power Engineering Section through clearly defining functions and goals, establishing priorities, assigning work, mobilizing resources and monitoring progress.
  2. Oversees the preparation of construction documentation for SEPTA’s in-house and third party design projects. Prepares project planning and programming. Maintains responsibility for all Power engineering design required for the Division. This includes developing conceptual, preliminary, and final designs, cost estimates and technical specifications in addition to supporting the in-house construction forces with the purchasing of specialty items.
  3. Supports both SEPTA in-house and thirdparty construction and maintenance projects through field support that includes site visits, document preparation, purchasing support and other duties as required.
  4. Oversees the development and maintenance of SEPTA’s Power Standards across SEPTA (i.e., both in-house and thirdparty projects) through the preparation and oversight of the implementation of standard designs, fabrications, and materials.
  5. Oversees the development and maintenance of Power databases for tracking projects, equipment, maintenance/replacement programs, and the code and regulatory compliance programs.
  6. Assures that SEPTA’s Engineers stay abreast of current technologies within engineering. field. In addition the Power Manager must possess a strong understanding of CAD.
  7. Responsible for coordinating the review of design and construction documents submitted by third parties for the installation, replacement, repair or removal of their facilities/systems within SEPTA’s Right-of-Ways.  Reviews third party design and construction documents (schematic, preliminary and final drawings. specifications, and cost estimates) submitted by others (City, State, and SEPTA Consultants), to ensure accuracy and compatibility with SEPTA standards.
  8. Coordinates and oversees Power/electrical inspection of SEPTA facilities in response to call outs and in accordance with applicable regulatory requirements.
  9. Provides technical support to solve problems during design and construction phases of projects.
  10. Assigning work and supervising the activities of the Power staff; as well encouraging their technical and professional development.
  11. Coordinates the project management of multi-disciplined projects within SEPTA along with the coordination of thirdparty projects (design and construction).
  12. Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities.  Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
  13. Performs other duties as assigned/required.

QUALIFICATIONS AND EXPERIENCE

 

  • Bachelor of Science Degree in Electrical or Power Engineering and eight (8) years of responsible related engineering experience required.
  • Professional Engineering License (PE) required.
  • Excellent written and verbal communication skills required.
  • Must be proficient in the latest versions of the following programs; AutoCAD, Microsoft Office Suite, and Microsoft Project. 
  • Prior Supervisory or “lead” experience preferred.
