The Southeastern Pennsylvania Transportation Authority (SEPTA) is the sixth largest transportation system in the United States, with a vast network of fixed route services including bus, subway/elevated, trackless trolley, light rail, and commuter rail serving a 2,200 square mile service region.     


We are currently seeking to hire a Manager Business Innovation (7345) in the Planning/Office Of Innovation department. 


SEPTA currently requires all new employees to be fully vaccinated and provide proof of vaccination at their pre-employment medical appointment.

Salary Range: Min: $99,996.00 Mid: ​​​​​​​$125,008.00 - Max: $150,020.00 ​​​​​​​ 

*Note: Starting salary not to exceed midpoint.

Executes a change management process through interdepartmental and interagency innovation teams designed to improve business policies and practices; facilitates a process of creative ideation leading to the identification and pursuit of new innovations. Translates departmental work products into presentations and other messaging materials for use by immediate manager and SEPTA senior management; manages strategic planning related content on SEPTA Internet and Intranet; develops ad hoc presentations and other messaging materials as necessary. Engages with and represents SEPTA with internal and external stakeholders; supports cyclical development of organizational priority development and goal-setting, especially through the five-year Strategic Business Plan and Sustainability Program Plan. In this role the Manager of Business Innovation will be responsible for project managing all pilots, demonstrations, or proof of concepts related to testing the viability of the idea or concept and other projects as assigned.


  1. Coordinates execution of strategic initiatives through interdepartmental and interagency innovation teams.
  2. Identifies and articulates opportunities for continual improvement to business policies and practices.
  3. Manages execution of experimental pilot policies and programs designed to support business process improvements.
  4. Advocates for implementation of strategic business process improvements across SEPTA departments.
  5. Develops periodic briefing materials concisely articulating progress towards strategic business objectives for immediate manager.
  6. Manages multi-disciplinary internal project teams and consultant teams to implement corporate initiative projects related to the strategic plan.
  7. Coordinates corporate programs designed to strategically collect, vet, and act upon employee feedback and innovative ideas.
  8. Continually evaluates industry best practices and strategizes the adoption of best practices at SEPTA to ensure continual improvement.
  9. Represents SEPTA in transit-related organizations to engage with industry leaders and report on best business practices.
  10. Engages internal and external stakeholders in the development and implementation of SEPTA’s Corporate Initiatives, including, but not limited to, the Sustainability Program Plan and the Five-Year Strategic Business Plan. 
  11. Communicates SEPTA’s strategic priorities with internal and external stakeholders.
  12. Supports immediate manager in the development of the five-year Strategic Business Plan.
  13. Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities.  Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees.  Responsible for personal safety and is encouraged to promote the safety of others.
  14. Performs other duties as assigned.



  • Bachelor’s Degree in Business Administration, Public Administration, Transportation Planning, Environmental Planning, Strategic Communications or other closely related field and Eight (8) years of progressively responsible experience in a strategic planning, sustainability planning, or strategic communications - related environment required. 
  • In the lieu of the above requirements, post-Baccalaureate education will be considered as an acceptable equivalent for experience (i.e., one (1) year of formal post-Baccalaureate education equates to two years of related experience); however, the candidate must possess a minimum of three years of relevant experience regardless of education.
  • Excellent personal computer skills to include popular software for reporting, presentation, and database management required.
  • Excellent verbal, written and interpersonal skills and ability to communicate effectively with varied audiences, both internal and external required.
