The Southeastern Pennsylvania Transportation Authority (SEPTA) is the sixth largest transportation system in the United States, with a vast network of fixed route services including bus, subway/elevated, trackless trolley, light rail, and commuter rail serving a 2,200 square mile service region.  

   

We are currently seeking a Manager, Strategic Planning (7346) in the Planning/Strategic Planning & Analysis.

Salary Range: Min: $92,716.00 - Mid: $115,908.00 - Max: $139,100.00 

*Note: Starting salary not to exceed midpoint.

       

OVERALL DESCRIPTION

Manages strategic planning activities of the Authority. Provides for the development, monitoring, reporting and control of the strategic plan and plan-related implementing projects. Coordinates with several planning agencies, municipal governments, major employers, advocacy groups, and other stakeholders. Initiates and implements procedures for measuring the implementation of the strategic plan. Manages activities of consultants in preparation of SEPTA planning studies. Represent SEPTA in variety of forums.

BASIC ADMINISTRATIVE RESPONSIBILITIES

  1. Participates in the development of policies in the immediate manager’s organization and interpret such policies throughout the department.
  2. Develops objectives, policies and procedures for the approval of immediate manager.
  3. Interprets and administers programs and procedures in accordance with approved policies. 
  4. Performs special assignments for immediate manager as requested.
  5. Reports performance to immediate manager.
  6. Coordinates expense budget spending for department or activity to maintain performance within budget.
  7. Develops a sound organization, staffed with trained personnel able to perform the functions of the department.
  8. Develops a suitable successor and be responsible for training replacements at all levels within the department.
  9. Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities.  Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees.  Responsible for personal safety and is encouraged to promote the safety of others.

SPECIFIC RESPONSIBILITIES

  1. Initiates, manages and coordinates various strategic planning studies where SEPTA service development is involved or anticipated.  Directs the development of, and adjustments to, SEPTA’s plans. Directs and prepares detailed reports documenting long range operating and capital needs and plans for major SEPTA system components. 
  2. Coordinates planning and policy development with Delaware Valley Regional Planning Commission, PennDOT, City of Philadelphia and other City agencies, County Planning Commissions and Transportation Management Agencies. 
  3. Manages activities of consultants in development of planning documentation. Develops project scope for Feasibility Studies, Strategic Business Planning, Alternative Analyses and Draft Environmental Impact Statements. Directs RFP selection processes for consultant services associated with long-range planning studies.
  4. Directs and coordinates SEPTA’s efforts to support plans that reflect Transportation Oriented Development (TOD) and value capture techniques within the SEPTA service region.  Works with various stakeholders, coalitions and planning agencies as well as developers to bring TOD projects to design and build phases.
  5. Researches, analyzes and compiles pertinent long-range program information in response to departmental, public and government agency inquiries.  
  6. Represents SEPTA at meetings with governmental and other agencies.  Assists with inquiries from outside agencies.
  7. Interfaces with all appropriate SEPTA departments with the objective of evaluating, reviewing and analyzing long-range projects.
  8. Initiates joint development efforts with other agencies, municipalities, advocacy groups and private developers.  Briefs all parties on transit related issues and SEPTA’s interests.
  9. Prepares and presents testimony at SEPTA public hearings on proposed long-range program and   projects.  Responsible for following federal regulations on public hearing procedures. 
  10. Identifies long-range opportunities to expand the transit network and manage studies to determine the investment that will have the greatest positive impact on mobility in the region.
  11. Participates as a member of SEPTA’s Strategic Planning Committee, formed to establish key goals and priorities with regard to the Authority’s Strategic Business Plan.
  12. Leads and coordinates SEPTA’s planning teams comprised of service planning, operating departments and capital budgeting department representatives. Supervises day to day activities of small planning staff.
  13. Performs other duties as assigned.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s Degree in Urban, Regional or Transportation Planning, Geography or Business Logistics or related field and a minimum of eight (8) years progressively responsible experience in planning including plan development, evaluation and analysis required.
  • Master’s Degree in Transportation Planning, City and Regional Planning, Urban Studies or other closely related field preferred. 
  • Proficiency in data analysis and visualization software, such as Tableau and Excel is required.  Proficiency in Geographic Information Systems (GIS) and design software (eg. Adobe Creative Suite) is required. 
  • Proficiency in transit operations software (e.g., Remix) is preferred. 
  • Excellent interpersonal, verbal and written communication skills required. Position requires interface with different internal departments and external organizations, preparation of technical and policy-level reports and verbal presentations.
  • American Institute of Certified Planners (AICP) Planning Certification is preferred.
  • Knowledge of transportation planning and transit service planning, including state and federal regulations is preferred.
  • Previous experience managing a consultant team or being a project manager on a consultant team for a large (or multi-year) effort preferred.
