Salary Range: Min: $104,000.00 - Mid: $130,000.00 - Max: $156,000.00 

       

OVERALL DESCRIPTION

The Project Manager of Planning and Project Coordination position requires an extensive background in transit design, engineering, project scheduling, and construction. The Project Manager is responsible for planning the delivery of SEPTA’s Capital Program while ensuring that state of good repair needs are addressed. The Project Manager plans and coordinates improvement projects undertaken on all SEPTA modes so that these projects are executed safely, efficiently, and with a minimum possible impact on service operations.

SPECIFIC RESPONSIBILITIES

1. Develops and maintains a resource-loaded schedule of capital and maintenance projects that spans all modes.

2. Optimizes the efficient use of service outages to allow for concurrent multi-disciplinary work with minimal impact on revenue service.

3. Consults with both internal and external stakeholders to plan and develop on-going guideway and route improvement programs.

4. Consults with the Transit Asset Management group to ensure that the state of good repair needs are prioritized in the capital plan and that work is considered in track outage allocations.

5. Consults with the Planning Division to ensure that improvements are performed in alignment with system modernization efforts.

6. Collaborates with the Project Control group to evaluate project schedules and establish timelines for planning, design, and construction. Identifies critical path items for the Capital Program.

7. Performs a portfolio-wide risk assessment for SEPTA’s Capital Program. Assesses leading indicators of potential changes to project schedules and budgets that can impede the success of the overall program. Communicates about risk to appropriate stakeholders.

8. Establishes department goals, policies and programs designed to improve the safety, quality, productivity, and efficiency of project delivery.

9. Manages the staff of the Planning and Project Coordination group, as well as consultant support.

10. Complies with all Authority and departmental safety policies and procedures and all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self-and/or other employees. Responsible for personal safety and for promoting the safety of others.

11. Performs other duties as assigned/required.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in civil or mechanical Engineering, Planning, Finance, or a related field and eight (8) years related experience with increasing levels of responsibility required.
  • Experience with construction project management required.
  • Knowledge of capital program delivery, management techniques, and change management strategies required.
  • Excellent written and verbal communication skills with ability to organize and present program presentations.
  • Valid Driver’s License required.

IDEAL QUALIFICATIONS AND EXPERIENCE

  • Experience in public transit project management preferred. 
  • Master’s Degree in related field preferred. 
  • Knowledge of safety rules, such as FRA, NORAC, FTA and SEPTA track safety preferred.
