The selected candidate for this position will participate in the City Transit(AA) pension.

OVERALL DESCRIPTION

Responsible for effective supervision of maintenance personnel and oversees location operations.

DISCIPLINE RESPONSIBILITIES

EM&C

I. Applicable to All Disciplines

  1. Manages a group of employees with minimum direction; schedules the work to maximize economic, efficient, and safe work standards and to promote continuous improvement in safety, reliability, and customer satisfaction.
  2. Responsible for infrastructure systems, equipment, and/or building overhaul and minor refurbishment programs including preventative maintenance, inspection and failure diagnosis/analysis.
  3. Work shifts and/or weekends and holidays as required.  Respond to emergencies problems that may disrupt normal service. Subject to call outside normal hours.
  4. Responsible for controlling labor and material expenditures to comply with budgetary limitations.  Also issues material requisitions.
  5. Communicates with union personnel, and other supervisors to coordinate work activities, issue/investigate disciplinary action, etc.  Participates in grievance procedures as required.
  6. Estimate project costs (Labor, Material, Support). Initiate and maintain accurate records on requisitions, work/employee schedules and reports to reduce waste and loss of manpower.
  7. Responsible for providing training for hourly employees, technical assistance, and support in the repair and/or maintenance of equipment or infrastructure.
  8. Responsible for conducting regular inspections, special inspections/investigations, collecting data on inspections/repairs to track reliability, and performing trend analysis.
  9. Assists engineering in various design changes in an effort to improve infrastructure and customer service issues.  
  10. Responsible for maintaining a safe, clean and productive environment.
  11. Responsible for instructing, training, and testing newly transferred and hired employees.
  12. Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities.  Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees.  Responsible for personal safety and is encouraged to promote the safety of others.
     

DISCIPLINE RESPONSIBILITIES

EM&C

A. Track Utility Discipline

  1. Supervises the inspection, maintenance and reconstruction of railway track systems.
  2. Maintain condition of SEPTA’s right-of-way through management of programmed third party vegetation control and timely response to public complaints.
  3. Direct coordination of protection for SEPTA and third party work done in SEPTA’s track area. Deploy and supervise flagmen to provide protection.
  4. Directs and schedules drivers, mechanics, and operators for the operation, maintenance, and repair of equipment, track road beds, and construction projects.
  5. Directs the operation and/or repair of tampers, ballast regulators, rail handling equipment and other construction related equipment.
  6. Supervises Track Fabrication and Track Machine Shops, including scheduling, managing, and inspecting the bending, layout, welding, fabrication, repair, and reconstruction of track materials, components and assemblies. 
  7. Schedules track outages with Transportation Department for Sperry Rail Testing and Geometry Car and high-rail inspections.

B. Bridges and Building Discipline

  1. Oversees the inspection, maintenance, and upkeep of all types of buildings, shops, stations, and other structures.
  2. Schedules and directs the preventive maintenance and repair of Railroad Infrastructure with a strong emphasis on carpentry, masonry, painting, and welding. Some mechanical and electrical experience is preferred.
  3. Assures the timely execution of work orders and service calls.
  4. Supervises force account construction projects.

DISCIPLINE RESPONSIBILITIES

C. Communications and Signals Discipline

  1. Direct the inspection and testing of signal equipment so as to comply with all FRA and any other applicable regulations.
  2. Supervise the maintenance, repair, and reconstruction of communications and signals, infrastructure, consisting of wire and cable plant, fiber optic and wireless data and communications networks, electrical/mechanical/pneumatic devices, microprocessor controlled electronics, and software.
  3. Supervise the installation, inspection, and repair of video cameras, recording equipment, and video storage and management systems.
  4. Supervise the maintenance and repair of radios (vehicle and mobile) and radio communications equipment and infrastructure.

D. Power

  1. Supervise the maintenance and repair of Authority substations, high voltage breakers, and switchgear, and transformers and inverters. Install and maintain SCADA systems. Direct the activity of the Electronics Lab.
  2. Oversee the inspection and maintenance of overhead/catenary traction power systems. Supervise the major reconstruction of same by SEPTA force account labor.
  3. Manage the maintenance and repair of various underground electrical wire and cable systems. Repair/replace cables, switchgear, bonds and splices, duct banks, manholes, etc. Assure reliable operation of both traction power and general service distribution systems.

QUALIFICATIONS AND EXPERIENCE

EMC "All Areas"

  • High School Diploma or equivalent and plus two (2) years advanced technical training in field of specialization required. Three years relevant Operating/Maintenance/Inspection experience required.
  • In lieu of two (2) years technical training, four years additional years of relevant Operating/Maintenance/Inspection experience may be considered; however, advanced technical training may be required for positions in Power, Communications & Signals.
  •  Must have appropriate Technical/Safety Certifications/Qualifications/Licenses as required by SEPTA, State, Federal regulations .(213.7 NORAC Certification and PC Certification).
  • Valid Driver’s License required (CDL may be required also)
  • Supervisory experience preferred.
  • Familiarity with Labor Agreements and SEPTA policies and procedures preferred.
  • Familiar working in a unionized environment. 
  • Excellent oral and written communication skills required.
  • Proficiency in personal computer and/or mainframe systems required. Preferred PC skills to include Word Processing and Spreadsheet applications.
  • Must be able and willing to work variable hours and schedules as assigned, including weekends, holidays, and emergency situations as required.
  • Must possess acceptable attendance, performance and safety records.
