OVERALL DESCRIPTION

The Instructional Designer develops, delivers, and evaluates innovative eLearning, simulations, and blended learning programs that align with SEPTA's mission and goals. This role conducts training needs assessments, collaborates with subject matter experts, and incorporates current research and best practices into instructional design. Responsibilities also include managing training logistics through a Learning Management System, coordinating with internal departments, and establishing metrics to measure learning effectiveness.

SPECIFIC RESPONSIBILITIES

1. Develops, conducts, and evaluates state-of-the-art eLearning solutions, simulations, and blended learning ensuring they are aligned with SEPTA's vision, mission, and goals.
2. Socializes educational programs, reserves classrooms, confirms participants, and registers students using a Training/Learning Management System.
3. Provides current research and emerging training and consulting trends and techniques through association with business, professional and trade organizations and incorporates them into existing practices.
4. Establishes and analyzes appropriate measurement criteria for ensuring the effectiveness of learning and development programs.
5. Initiates training needs assessments, including computer-based surveys to determine the scope of current and future needs.
6. Establishes protocol for regular evaluation and revision of existing training programs.
7. Assists in the development and implementation of eLearning solutions, simulations, and blended learning.
8. Partners with internal subject matter experts (SMEs) on the design and implementation of training programs.
9. Works with other departments to support training, e.g., IT, Graphics, etc.
10. Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
11. Performs other duties as assigned.

QUALIFICATIONS AND EXPERIENCE

• Bachelor's Degree with two (2) years of related experience in Adult Learning and Organizational Behavior, including assessing, designing, developing, facilitating/training, and evaluating Learning and Development programs required.
• Ability to work independently and build relationships at all employee levels.
• Demonstrated record in designing and implementing eLearning programs utilizing state-of-the-art training technologies and best practices using a Learning Management System and blended learning required.
• Strong planning, scheduling and administrative skills required.
• Must possess excellent verbal and written communication skills.
• Proficiency in Microsoft: Office (Excel, Outlook, PowerPoint, Word) required.
