We are seeking to hire a candidate for our IT Business Analyst (3071).

Salary Range: $79,534.00-$99,424.00
OVERALL DESCRIPTION
The IT Business Analyst is responsible for evaluating and improving SEPTA's enterprise systems and business processes across departments. This role focuses on gathering and translating business requirements into technical solutions that align with organizational goals, IT capabilities, and governance standards. The analyst works closely with stakeholders to identify improvement opportunities, support system implementation, and ensure solutions enhance efficiency, compliance, and user experience.
SPECIFIC RESPONSIBILITIES
- Elicits and documents business, functional, and technical requirements by engaging stakeholders and analyzing current systems and processes.
- Conducts business process and system analyses to identify inefficiencies, gaps, or compliance risks, and recommends technology-driven improvements.
- Develops process flows, technical documentation, and enhancement specifications to support system development and implementation.
- Collaborates with project teams, including project managers, developers, and architects, to ensure alignment between business needs and technical solutions.
- Participates in technology and process improvement projects using Waterfall, Agile, or hybrid project management methodologies.
- Supports change management and implementation efforts, including user acceptance testing (UAT), system integration testing, and validation of business requirements.
- Creates and maintains user documentation, including standard operating procedures (SOPs), training materials, and change impact communications.
- Assists business units with operational and performance data analysis and develops dashboards and reports using tools such as Excel and Power BL
- Ensures IT solutions comply with enterprise architecture, security standards, and internal policies, and maintains documentation for governance and audit readiness.
- Provides post-implementation support by assisting with issue resolution and stabilization during the transition to operational teams.
- Performs other duties as assigned.
QUALIFICATIONS AND EXPERIENCE
- Bachelor's degree in Information Technology, Computer Science, Business Administration, or a related field and a minimum of three (3) years of professional experience as an IT Business Analyst or similar role, ideally in a public sector or regulated environment required.
- Demonstrated experience supporting cross-functional projects, requirement development and systems integration efforts required.
- Strong ability to gather, document, and analyze business needs and translate into actionable specifications required.
- Familiarity with enterprise platforms such as Microsoft 365, SAP, ServiceNow, SharePoint, or Jira required.
- Experience with process documentation and business process modeling tools (e.g., Visio, Lucid chart) required.
- Ability to work effectively with both technical and non-technical stakeholders required.
- Excellent verbal and written communication skills, with proven experience facilitating meetings and workshops required.
- Familiarity with or certification in ITIL, TOGAF, PMI or Agile (e.g., SAFe, Scrum) best practices required.
