We are seeking to hire candidates for our Engineer I (1013) - Quality.    

 

Opening Date: 6/24/2025

Closing Date: 7/4/2025

Job Grade: SAM 36

Salary Range: $69,628

Additional $5,000 salary increase for having a Pennsylvania PE/RA License. 

OVERALL DESCRIPTION

This position is responsible for undertaking engineering/quality assurance assignments that are considered to be of "basic complexity" in size and scope. This position is further responsible to provide technical support and assistance for quality assurance and quality control activities, including coordination for design review, implementation of the quality surveillance program, site inspection activities, conducting audits, and collection & analysis of data. In addition, this position participates in the continuous improvement of the Quality department to ensure activities are consistent with SEPTA’s mission, values, and goals.

SPECIFIC RESPONSIBILITIES

General

  1. Consults with senior level engineer/supervision-quality assurance in project definition.
  2. Exercises good judgment in application of basic engineering and quality assurance principles.
  3. Generates written memoranda, technical reports, specifications, audits, etc. in a professional manner.
  4. Assists in the preparation of budgets for proposed work to be accomplished through SEPTA force account labor or third party contractors.
  5. Interfaces with municipal government/regulating agencies as well as other railroads and transit properties.
  6. Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.

Quality Disciplines

  1. Implements and maintains SEPTA's Quality Management System (QMS)
  2. Assists in the development of design surveillance schedules. Conducts design surveillances to verify the design consultant’s compliance to contract deliverables and SEPTA design standards.
  3. Assists in the development of site observation schedules. Conducts site observations to verify the contractor's compliance with contract documents.
  4. Accurately documents inspection and surveillance findings, testing procedures and results, and any deviations from specifications and contract documents.
  5. Prepares reports summarizing inspection and surveillance data; assists with the preparation of reports relating to QMS performance.
  6. Reviews Quality Plans submitted by design consultants and contractors.
  7. Consults with supervisors concerning nonconformances in contractual and policy requirements.
  8. Collaborates with EM&C and other departments to ensure quality throughout the project lifecycle process.
  9. Complies with SEPTA’s safety and security policies and procedures as well as all applicable job safety responsibilities.
  10. Coordinates QMS related training.
  11. Performs other duties as assigned.

QUALIFICATIONS AND EXPERIENCE

  • B. S. Degree in Engineering, or Bachelor of Architecture (for Architecture Discipline) required.
  • Excellent written, verbal, and interpersonal communication skills required.
  • Excellent PC skills including Microsoft Office applications required.
  • Must have a valid driver’s license.
