Engineer I (1013) - New Rail Vehicles

OVERALL DESCRIPTION

This position is responsible for undertaking engineering/quality assurance assignments that are considered to be of "basic complexity" in size and scope.  This position is further responsible to provide technical support and direction for engineering/quality assurance activities including the definition and coordination for design review and implementation, establishing inspection plans, program/project development and consulting, statistical methods, audits, and continuous improvement approaches to ensure activities are consistent with SEPTA mission values and goals.

SPECIFIC RESPONSIBILITIES

General (Applicable to all)

1. Consults with senior level engineer/supervision-quality assurance in project definition. 
2. Exercises good judgment in application of basic engineering and quality assurance principles. 
3. Generates written memoranda, technical reports, specifications, audits, etc. in a professional manner.  
4. Assists in the preparation of budgets for proposed work to be accomplished through SEPTA force account labor or third party contractors. 
5. Interfaces with municipal government/regulating agencies as well as other railroads and transit properties. 
6. Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities.  Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
    

Program Management and Construction Engineering Disciplines

1. Document for record all major design concepts, approaches and agreements made with any and all parties involved in the project.
2. Assists Project Engineering with preparation of reports relating to progress of the work and the Contractor's compliance with progress schedule, shop drawings, and other submittals.
3. Assists Project Engineer in project management tasks.
4. Maintains a diary or log book to record Contractor manpower and hours on the job site; weather conditions; data relative to work directive changes, change orders or, changed conditions; list of job site visitors, daily activities, decisions, and observations in general.

ADDL / DISCIPLINE RESPONSIBILITIES

Vehicle Engineering Disciplines

1. Provides technical assistance to vehicle maintenance personnel upon request.
2. Oversees any vehicular drafting assignments which pertain to assigned tasks.
3. Defines, implements, and documents new or more effective maintenance procedures for an assigned fleet of vehicles. 
4. Utilizes computerized maintenance records (S.M.A.R.T.) as an aid in resolving issues related to vehicle system fault or malfunction.
5. Creates file maintenance inputs to ensure material for vehicle repair/renewal is properly designated.

ADDL / DISCIPLINE RESPONSIBILITIES

Quality Assurance Disciplines 

1. Monitors the overall effectiveness of vehicle and material quality activities. Apply findings to the improvement of quality, productivity, safety and service reliability.
2. Participates in periodic review of drawings and specifications.
3. Performs analysis of problem areas recommending corrective action to be taken
4. regarding defects in materials, procedures, or equipment.
5. Assures proper interpretation of material or service specification requirements for rebuild and/or overhaul processes.
6. Participates in audits of quality assurance inspection activities to ensure effectiveness.   Recommends and implements revision to vehicle and material quality assurance procedures to improve product/vehicle performance.
7. Provides basic statistical process control (SPC) support for Quality Assurance and other SEPTA divisions as required.  Summarize and present statistical data on vehicles, material, and operating characteristics throughout SEPTA to enhance delivery of SEPTA service. 

QUALIFICATIONS AND EXPERIENCE

• Bachelor's Degree in Electrical Engineering required.
• Excellent written, verbal, and interpersonal communication skills required.
• Excellent PC skills including Microsoft Office applications required.      
• Working knowledge of Autocad version 14 or higher required.  
• Must be able to work flexible work shift assingments based on project stages.
• Must have a valid driver’s license.
• Experience with, or knowledge of railroad infrastructure and operations preferred
