We are seeking to hire a candidate for the Employee Relations Manager (9020) position.

Salary Range: $89,908.00-$112,398.00
Limited telework may be permitted for this position in accordance with SEPTA Policy.
OVERALL DESCRIPTION
The Employee Relations Manager assists and advises employees and managers on the best course of action regarding the Discipline and Appeal Policy, Dispute Resolution Policy, internal complaint procedures, and performance evaluation documentation. Performs assigned Employee Relations activities including workplace investigations and conflict resolution. Assists in the planning, development and implementation of projects/programs to affect Equal Employment Opportunity and Employee Relations objectives.
SPECIFIC RESPONSIBILITIES
- Investigates employee complaints and prepares final disposition documents in compliance with SEPTA policies, State and Federal regulations, recent court decisions, and due process obligations.
- Serves as an internal consultant to executive, senior, mid and front line managers for adherence to and consistent application of SEPTA policies related to discipline, investigations, performance evaluations and conflict resolution.
- Oversees consistency in the process and documentation of performance and discipline.
- Consults with internal and designated external Legal Counsel to accomplish proper due process obligations pertaining to SEPTA employment actions.
- Directs managers through the conflict resolution process which relates to the administration of existing policies and procedures.
- Coordinates Post Determination Hearing activities with Hearing Examiners (Judges) and legal counsel.
- Develops and executes appropriate educational/training initiatives to support policy implementation.
- Creates and maintains official records of discipline, investigations and actions filed under applicable SEPTA policies.
- Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for safety and is encouraged to promote the safety of others.
- Performs other duties as assigned.
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s Degree in Human Resources, Business Administration or a related field required.
- Six (6) years of demonstrated employment experience in a management capacity in either Human Resource, Employee Relations, Labor Relations, Legal, Civil Rights or in Operations required.
- Four (4) years of demonstrated performance management experience in a diverse workforce is essential.
- A strong understanding of employment law, HR policies and procedures required.
- A working knowledge of handling employee disputes, performance and disiplinary matters ensuring fair treatment of company policies and employment laws required.
- PC experience with a working knowledge of word, excel and database software packages required.
- Excellent analytical, verbal and written communication skills required.
- Working knowledge of management philosophy and union contracts preferred.
