OVERALL DESCRIPTION

The Emergency Preparedness Analyst - Special Events & Detours is responsible for coordinating, planning, monitoring, and supporting SEPTA's preparedness, operational continuity, and emergency management activities associated with special events, service detours, planned disruptions, and emergency incidents. The position serves as a critical liaison between Emergency Management, the Operations Control Center, SEPTA operating divisions, public safety agencies, governmental partners, and event organizers to ensure safe, reliable, and efficient transit operations during planned and unplanned events. 
The incumbent develops operational plans, detour strategies, contingency procedures, and situational awareness products that support system resilience and service continuity. The position coordinates multi-agency planning efforts, supports emergency operations and Command Center activations, and provides technical expertise in incident management, emergency preparedness, special event operations, and transportation continuity planning.

SPECIFIC RESPONSIBILITIES

1. Monitor planned events, construction projects, severe weather, public safety incidents, demonstrations, critical infrastructure disruptions, and emerging threats that may impact SEPTA operations. Assess operational impacts, conduct risk analyses, and develop recommendations to support service continuity, operational readiness, and customer mobility.
2. Maintain awareness of local, regional, and national events that may influence transit operations and recommend preparedness measures in coordination with operational stakeholders.
3. Conduct situational assessments and operational forecasting to identify potential impacts on transportation infrastructure, service delivery, passenger movements, employee safety, and system resilience.
4. Develop operational risk assessments and contingency plans to mitigate disruptions affecting transit operations, facilities, personnel, and customers.
5. Coordinate preparedness planning and operational support activities for special events, major public gatherings, demonstrations, sporting events, concerts, parades, conventions, and other activities that may impact SEPTA services.
6. Serve as SEPTA's liaison with municipal agencies, emergency management organizations, transportation partners, event organizers, venue operators, and public safety stakeholders to coordinate operational requirements and service impacts.
7. Participate in multi-agency planning meetings and develop operational coordination plans to support safe and efficient transportation operations before, during, and after special events.
8. Analyze detour proposals and operational alternatives to evaluate impacts on service reliability, passenger accessibility, travel times, workforce requirements, and operational efficiency.
9. Coordinate with operating divisions, service planning, engineering, maintenance, and external agencies to ensure detour plans are operationally feasible and effectively communicated.
10. Assist in developing and maintaining emergency management plans, event operations plans, event fact sheets, operational continuity procedures, special event playbooks, and emergency response protocols.
11. Monitor implementation of approved detours and service adjustments and recommend modifications based on operational conditions and customer impacts.
12. Support Operations Control Center and Emergency Operations Centers by collecting, validating, analyzing, and disseminating critical operational information to leadership and partner agencies.
13. Maintain situational awareness through monitoring of operational systems, intelligence sources, weather products, public safety notifications, and partner agency information.
14. Develop and disseminate situational awareness reports, executive briefings, incident summaries, operational impact assessments, and after-action reports for SEPTA leadership.
15. Identify trends, lessons learned, and opportunities for operational improvements to enhance preparedness, resilience, and customer service performance.

QUALIFICATIONS AND EXPERIENCE

• Bachelor's degree in emergency management, Public Administration, Transportation Planning, Homeland Security, Public Safety, Urban Planning, or a related field; three (3) years' experience in Emergency Management, Transportation Operations, Urban Planning.
• An equivalent combination of experience and education (one year of formal education equating to two years of work experience) may be considered in lieu of the above requirements.
• Must possess a valid driver's license.
• Experience in operations in the Public Transportation Industry preferred.
• Must demonstrate the ability to pursue/perform multiple tasks simultaneously.
• Must have excellent verbal and strong technical writing skills.
• Required PC experience with MS Word, Excel, PowerPoint.

IDEAL QUALIFICATIONS AND EXPERIENCE

• Associate or Certified Emergency Manager, preferred.
• FEMA Independent Study Certifications: IS-100, IS-200, IS-300, IS-400, IS-700, and IS-800.
• Working knowledge of the DHS Homeland Security Emergency and Evaluation Program (HSEEP), preferred.
• Knowledge of public transportation operations, service planning, and emergency response principles.
