We are seeking to hire candidates for our Director Of Transportation-Sub/El (6004).

Salary Range: $104,000.00-$130,000.00       

OVERALL DESCRIPTION

Plan and direct operational and administrative activities relating to transportation services and personnel of the district or service supervision. Coordinate all activities involving staff development and service quality with internal as well as external agencies. Responsible for programs and activities to achieve optimum use of facilities, equipment and staffing in providing safe, reliable and efficient transportation services.

Control Center Subway/Elevated

Responsible for planning, controlling, directing and staffing activities related to the dispatching function of SEPTA's Subway/Elevated and Light Rail Lines.

DISCIPLINE RESPONSIBILITIES

Control Center Subway/Elevated

  1. Ensures all activities are in compliance with Operating Rule Book(s), standard operating practices and procedures and Federal and State laws.
  2. Develops and implements procedures to maintain and improve service reliability on dispatched lines.
  3. Coordinates with Rail Transportation, Service Planning, Rail Equipment Maintenance, Engineering, Maintenance & Construction to ensure required level of service is maintained.
  4. Ensures authorized headcount is maintained and each employee is fully trained and certified. Also, ensure certifications are maintained and employees receive ongoing training as required.
  5. Notifications of responding employees, agencies and SEPTA management of incidents and events requiring their response and/or knowledge.
  6. Coordinates planned track outages for planned maintenance and/or re-construction with minimal impact to ridership as is practicable.
  7. Publishes Daily Service Report for each line.
  8. Coordinates with IT and EM&C to ensure reliability of systems utilized in the dispatching function.
  9. Ensures "Back-up Control Center" is in a "state of readiness" for continued operations in the event Control Center is non-functional.
  10. Develops annual expense budget, goals, objectives and action plans.
  11. Communicates wi!h employees and riding public of any unanticipated service interruption.
  12. Implements new systems and/or system up-grades acquired for dispatching purposes.
  13. Perform other duties as required.

QUALIFICATIONS AND EXPERIENCE

Control Center Subway/Elevated

  • Bachelor's Degree and eight (8) years experience in rail transportation required, which includes a minimum of one (1) years experience in a managerial capacity within operations.
  • An equivalent combination of experience and education (i.e., two (2) years of related experience, equating to one (1) year of formal post high school education) may be considered in lieu of the above requirements.
  • Excellent verbal, written, interpersonal and leadership skills required.
  • Thorough knowledge of SEPTA Operating Rule Books required.
  • Familiarity of CTC (Centralized Traffic Control) systems.
  • Familiarity with physical characteristics of Subway/Elevated and Light Rail lines.
  • Must possess a valid driver's license.
  • Proficiency in basic computer use (Word Processing, Spreadsheet, etc.) required.
