We are seeking candidates for the position of Director Of Maintenance-Track (2020) in the MOW/Track Department.

Salary Range: Min: $104,000.00 - Mid: $130,000.00 - Max: $156,000.00 

       

OVERALL DESCRIPTION

Responsible for the inspection, maintenance and renewal of SEPTA’s Infrastructure systems, fixed plant, and equipment. Maintains the maximum level of productivity, quality, reliability, and safety for specified section or location(s) within the Infrastructure area of Engineering, Maintenance and Construction. Directs the activity of subordinate Assistant Directors and Maintenance Managers. Interprets and administers programs and procedures in accordance with approved policies.

SPECIFIC RESPONSIBILITIES

(Applicable to All)

I.    General Director of Maintenance Disciplines    

  1. Develops, implements and supervises detailed maintenance procedures.
  2. Develops performance and quality standards to measure performance and to determine manpower and material forecasts.
  3. Prepares annual forecast of maintenance activities for budget and other purposes.
  4. Reviews work in progress and takes necessary action to correct unusual equipment and maintenance problems.
  5. Provides, promotes and enforces safe working conditions in accordance with accepted safety practices and procedures.
  6. Responsible for controlling employee attendance, overtime, injury rate and lost time due to sickness, excused hours, and other reasons.
  7. Discusses complaints and grievances with employees and their union representatives attempting to resolve complaints in accordance with accepted Labor Relations practices.
  8.  Participates in grievance procedures as required.
  9. Supervises the use, maintenance, calibration and control of all tools, test equipment, and machinery at location.  
  10. Ensures that sufficient tools, test equipment and machinery are available to efficiently perform all required tasks.
  11. Develops a technically skilled, efficient, well trained and motivated workforce. Provides formal on the job training programs.
  12. Manages construction programs and special projects.  
  13. Takes an active part in the recruitment of new employees, interviews and selects applicants to assure that highest quality people are hired.
  14. Develops the managerial, technical and leadership skills of the supervisory staff.
  15. Responsible for improving condition of the physical plant to provide working conditions which are conducive to high employee morale, maximum productivity and safety.
  16. Responsible for maintaining staffing levels to satisfy performance requirements without excessive overtime.
  17. Complies with all authority and departmental safety and security policies and procedures as well as applicable job safety responsibilities.
  18. Report safety concerns, compromises, or hazards affecting operations to the public, self and or other employees.
  19. Responsible for personal safety and is encouraged to promote the safety of others. 
  20. Performs other duties as required

DISCIPLINE RESPONSIBILITIES

V. Maintenance Of Way - Track & Utility Discipline

  1. Directs the inspection, maintenance, and reconstruction of railway track systems.
  2. Oversees the maintenance of the condition of SEPTA’s right of way through a managed program of water runoff and drainage, vegetation control, and debris/trash removal.
  3. Supervises the preparation of special trackwork components; reviews and checks plans, specifications and layouts for special trackwork; manages the maintenance and repair of gasoline, pneumatic and track related equipment.
  4. Manages track safety and protection efforts for these working in SEPTA right of way.
  5. Directs the deployment of Track Department Flagmen to provide protection.
  6. Sees that safety compliance audits are conducted in accordance with regulating agencies’ schedules.
  7. Manage the track department support activities (Track Fabrication Shop, Equipment Repair, and utility Equipment).
  8. Directs the scheduling and assignment of Utility personnel and equipment.
  9. Oversees the establishment and maintenance of an equipment maintenance and inspection records system.

QUALIFICATIONS AND EXPERIENCE

  • High School diploma or equivalent plus fifteen (15) years of relevant maintenance related experience required, which includes at least five (5) years experience within a managerial/administrative capacity required with progressive managerial experience required.
  • An equivalent combination of experience and education (i.e., two (2) years of related experience, equating to one (1) year of formal post high school education) may be considered in lieu of the above requirements.
  • Appropriate Technical/Safety Certification/Qualifications/Licenses, as required by SEPTA, State, Federal regulations (to be listed on posting as applicable).
  • Valid Driver’s License required.
  • Strong written, verbal and interpersonal skills required.
  • Computer literacy required.
