We are seeking to hire candidates for our Director Construction Safety (7294) - System Safety position.

Salary Range: $104,000.00-$130,000.00       

 

OVERALL DESCRIPTION

The Director will supervise, manage and plan the daily activities of the construction based safety officers to ensure they have the resources, tools and cooperation of others to implement and coordinate programs designed to reduce or eliminate hazards, injuries, illness, death and financial losses to all employees and customers. The Director will coordinate and cooperate with all levels of Authority management, labor unions, and safety committees and manage the Safety Officers in order to provide expert assistance toward identifying, quantifying and prioritizing line management’s prevention of health and safety hazards. The Manager will supervise a staff that specializes in the construction safety discipline.

SPECIFIC RESPONSIBILITIES

  • Works with the Chief Safety Officer (CSO) to develop Department and Authority Goals to reduce or eliminate hazards, injuries, illness, death and financial losses to all employees and customers.
  • Works with the CSO to manage spending and utilization of the department budget.
  • Assists the CSO with funding requests and project management.
  • Responsibly generates Purchase Requisitions and Request for Payments and professional services' contracts as needed, to perform job responsibilities.
  • Develops and manages a Construction Safety program that allows for consistent management of construction safety hazards and construction safety oversight.
  • Manages the development and routine updating of all required Safety Programs including, but not limited to The Public Transit Authority Safety Plan, infrastructure Construction Safety Support Program, Division 1 Contractor One Constractor Safety Requirements and SEPTA's Accident & Illness Prevention Plan. 
  • Manages the day to day activity of the construction based Safety Officers to ensure implementation of Safety Programs and Department Safety Goals. Prioritizes work activities. Effectively utilizes the staff to carry out the department responsibilities.
  • Interfaces with the Program Manager, Insurance & Loss Control to coordinate loss control activities on all projects covered by any Owner Controlled Insurance Program (OCIPs).
  • Implements risk management strategies to reduce if not eliminate SEPTA's risk on all construction projects and Owner-Controlled Insurance Programs. 
  • Manages the coordinated inspection of projects and works with project staff and third party contractors to correct all identified safety concerns.
  • Manages Safety Certification and Configuration Management activities, as required. Insures that Safety Certification and Configuration Management process are being incorporated on projects as required under FTA funding requirements and SEPTA internal programs.
  • Participates in assessments of the infrastructure (stations, shops, substations) with Chief Engineer to determine what safety elements should be incorporated into future projects and reviews capital and expense construction projects under development.

SPECIFIC RESPONSIBILITIES CONTINUED

  • Instills a professional, positive and supportive philosophy in all Safety Officers.
  • Works with other Departments to promote safety and support their safety needs by providing department resources and expertise.
  • Assigns work to Safety Officers and provide follow-up support to ensure the assignment is completed in a professional, timely and accurate manner.
  • Supports the development of and compliance with construction safety practices, roadway worker protection programs, standard operating practices, and SEPTA safety programs as related to all modes of operation. Ensures safety support and consultation is provided for these functions.
  • Ensures that safety oversight and consultation is provided to all internal and external infrastructure improvements and maintenance activities.
  • Provides oversight and support to the various union/management safety committees.
  • Ensures compliance with various regulations and interface with regulatory agencies and personnel including but not limited to FRA, FTA, PRTSRP, OSHA 1926, emergency response agencies, and municipalities.   
  • Works with the DCSO and Director of Accident Prevention and Investigation to review accident and incident trends and develop campaigns with the various departments to reduce, and eliminate, accident trends.
  • Works with the Workers' Compensation and the accident/incident databases to review employee incident trends and develop campaigns with the various infrastructure groups to reduce, if not eliminate, accident trends.
  • Maintains a pager/cell phone for 24 hours a day/7 days per week accessibility.
  • Keeps current in health and safety issues and regulations, particularly as related to the public transportation industry.
  • Serves as Acting Director System Safety, as required.
  • Performs other safety related duties as required by the CSO, System Safety or their appointed representative.
  • Develops and implements OSHA 10 and OSHA 30 hour Training Programs for SEPTA Project staff.
  • Attends Project Coordination and project outage meetings to ensure work does not impact the safe operation of transit service. 
  • Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
  • Performs other duties as assigned/required.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor's Degree in related health, safety, or engineering discipline and seven (7) years experience in the health and safety field with specific exposure to Construction Safety Operations required.
  • An equivalent combination of experience and education (i.e., two (2) years of related experience, equating to one (1) year of formal post high school education) may be considered in lieu of the above requirements.
  • Must possess a valid driver's license.
  • PC experience with MS Word, Excel, PowerPoint required.
  • Must demonstrate the ability to pursue/perform multiple tasks simultaneously.
  • Must have a strong understanding of union and management environment and demonstrate the ability to properly and appropriately address health and safety matters directly to Union employees and leadership.
  • Must have excellent verbal and strong technical writing skills.
  • Must have strong interpersonal skills
  • Strong Knowledge pf OSHA, FRA and FTA regulations preferred.  
  • MS Access a preferred.
  • Experience in Public Transportation Industry preferred.
  • OSHA 510 and 500 preferred.
