We are seeking to hire candidates for our Director, Resource Control (7419).

Salary Range: $125,762.00-$157,196.00       

OVERALL DESCRIPTION

The Director of Resource Control provides executive-level vision and strategic direction for the Authority’s material management, and service contract ecosystems. Reporting to Senior Executive leadership, you will oversee a multi-layered department by managing three Managers of Resource Control. Your primary objective is to harmonize procurement strategies across all divisions, drive enterprise-wide process transformation, and ensure that resource availability supports the Authority’s long-term capital and operational goals. You are responsible for the total cost of ownership, risk mitigation, and the professional development of the management tier.

SPECIFIC RESPONSIBILITIES

  • Sets the overarching vision for resource control and materials management, ensuring all logistics, inventory, and procurement activities align with the Authority’s 5-year strategic plan.
  • Directs, coaches, and evaluates a diverse team of managers and staff; establishes departmental KPIs and holds leadership accountable for performance, succession planning, and personnel development.
  • Leads large-scale initiatives to modernize the procurement and sourcing infrastructure, including the implementation of AI-driven forecasting and advanced ERP integrations.
  • Oversees the consolidated departmental budget, approves multi-million dollar procurement strategies, and identifies high-level cost-saving opportunities through economies of scale.
  • Collaborates with Operations and EM&C and other business units to synchronize material flow for major projects and maintenance.
  • Oversees adherence to the Procurement Manual and internal controls to ensure 100% compliance with federal, state, and local legal standards across all solicitations and contract awards.
  • Manages strategic partnerships with key suppliers and serves as an authority on vendors’ disputes, ensuring an environment of ethical relationships and open market competition.
  • Develops comprehensive contingency plans for supply chain disruptions and monitors vendor compliance with specifications to ensure uninterrupted operational service.
  • Oversees the monitoring and adjustment of inventory min/max levels to ensure newly arriving fleets and routine maintenance requirements are fully supported. Intended position to be in the field at all times. 
  • Champions an organizational culture of safety, diversity, and continuous improvement, ensuring all management tiers prioritize a secure and inclusive work environment.
  • Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others. 
  • Performs other executive-level duties and special assignments as requested by senior leadership.

QUALIFICATIONS AND EXPERIENCE

· Bachelor’s Degree in Supply Chain Management, Logistics, Business Administration, or a related field required.

· Minimum of ten (10) years of experience in supply chain, resource control, or procurement, with at least five (5) years in a mid-to-senior management role overseeing professional staff.

· In lieu of a degree, an equivalent combination of education and experience may be considered (1 year of post-high school education = 2 years of experience).

· Expert-level understanding of integrated ERP systems (SAP, Oracle) and the ability to leverage data analytics for executive decision-making.

· Proven track record of managing other managers and leading large, geographically dispersed teams through organizational change.

· The ability to perform required duties in the field and provision of operational support with hands-on/boots on the ground approach throughtout the authority’s multiple field locations.

· Extensive experience in public-sector procurement, government contracting, or highly regulated transportation environments preferred.
