We are seeking a candidate for the position of Director, Rail Service & Planning Schedules (7140) in the Planning/Administration Department.

Salary Range: $121,498.00 - $151,866.00
OVERALL DESCRIPTION
Prepares route and service changes for SEPTA's Regional Rail Lines, which will meet the needs of the riding public based on passenger and operational data. Develops and implements plans for Regional Rail route, service and station facilities as related to SEPTA operations. Participates in the planning process of Regional Rail facilities including the Capital Program for such facilities.
SPECIFIC RESPONSIBILITIES
- Develops Authority guidelines and standards for Regional Rail service planning and operations.
- Develops Regional Rail route and service changes based on Authority guidelines, passenger trends, equipment, physical plant and labor requirements, and conducts studies to evaluate same.
- Manages implementation and utilization of new TrainPlan Enterprise software for improved scheduling and crew optimization.
- Manages the Regional rail station rationalization programs.
- Reviews Capital Plans and participates in Capital Program planning for Regional Rail Operations.
- Provides support to Strategic Planning & Analysis Department regarding long range Regional Rail projects.
- Develops all Regional Rail timetables including general orders, employee run assignmetns and public information documents.
- Develops bus substitiution schedules for programmed RRD track outages and identifies requirements for their operation including manpower and vehicle costs.
- Frequently works directly with Assistant General Manager, Operations Division, Chief Rail Transportation Officer and Chief Engineer to coordinate rail projects and solve problems involving RRD physical plant.
- Coordinates planning and scheduling issues with other SEPTA departments, as required.
- Coordinates planning and scheduling issues with outside agencies such as Amtrak, NJ Transit and DelDOT as required.
- Develops bus/rail coordination plans.
- Performs other duties as required.
QUALIFICATIONS AND EXPERIENCE
- Bachelor's Degree and a minimum of ten (10) years of railroad planning/scheduling experience which must include five (5) years of managerial/supervisory experience required.
- An equivalent combination of experience and education (i.e., two (2) years of related experience equating to one (1) year of formal post high school education) may be considered in lieu of the above requirements.
- Excellent verbal and written communication skills required.
- Proficiency in Excel, Microsoft Word and PowerPoint required.
- Satisfactory knowledge of TrainPlan scheduling software required.
IDEAL QUALIFICATIONS AND EXPERIENCE
- Geographical Information Systems experience preferred.
