The Southeastern Pennsylvania Transportation Authority (SEPTA) is the sixth largest transportation system in the United States, with a vast network of fixed route services including bus, subway/elevated, trackless trolley, light rail, and commuter rail serving a 2,200 square mile service region.     

 

We are currently seeking a Director, Project Development (7292) - Planning in the Planning/Administration department.

Salary Range: Min: $116,818.00 - Mid: $146,016.00 - Max: $175,214.00 

*Note: Starting salary not to exceed midpoint.

OVERALL DESCRIPTION

The Director of Project Development in the Planning Division leads the capital project development process for projects originating within the Planning and Strategy Division.  The Director will oversee scope development as well as the creation of Project Management Plans for projects before they are transitioned for project delivery. The Director may assist with oversight of any real estate or NEPA activities related to the projects as required. The Director will monitor status and progress on capital projects that are of critical importance to Planning and Strategy and report to internal and external stakeholders. The Director will coordinate and provide Planning and Strategy Division comments on capital projects during project delivery related to design review, public outreach, and stakeholder coordination.

SPECIFIC RESPONSIBILITIES

  1. The Director develops policies and procedures for project development and scoping within Planning and Strategy.  The procedures include typical coordination among several divisions of the authority, state and federal agencies, and external stakeholders.
  2. The Director will represent Planning and Strategy on Capital Planning Committees as directed by the Chief Planning Officer.
  3. The Director manages the implementation of the procedures and develops checklists, forms, and other documentation to train and assist Planning and Strategy project managers in project development and scoping procedures. The Director will assist Planning and Strategy staff in preparing capital project requests and monitor status of pending requests within the Capital Planning Committee process.  
  4. The Director maintains knowledge of industry capital programming best practices and makes suggestions to the Chief Planning & Strategy Officer for improved programming.
  5. The Director will monitor and report on the progress of projects that originated in Planning and Strategy after transition to project delivery to collaborate on adherence to schedule and project intent.
  6. The Director will oversee the collection of comments from Planning and Strategy stakeholders and provide those comments on any design reviews conducted by other departments. The Director will provide representation from Project Development at design review meetings as directed by the Chief Planning & Strategy Officer.
  7. The Director will manage any feasibility studies or analysis related to capital projects within the Division.
  8. Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities.  Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees.  Responsible for personal safety and is encouraged to promote the safety of others.
  9. Other duties as assigned.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s Degree in Engineering, Architecture or related discipline with extensive engineering experience including ten (10) years progressively responsible management experience in design, construction, and/or project management within government/public sector is required.
  • Registered Professional Engineer, Registered Architect in Pennsylvania, Certified Planner (AICP), or Certified Project Manager Professional (PMP), preferred.
  • Knowledge of e-Builder Project Management Information System (PMIS) preferred, or equivalent capital project management information system.
  • Experience in managing large and complex projects for diverse industries and utilizing Project Management Professional (PMP) principals in terms of scoping, work breakdown structure, scheduling, and budgeting.
  • Must possess strong interpersonal skills and the ability to deal effectively, with a wide range of professional, supervisory, and management personnel at all levels of the organization.
  • Must possess strong analytical skills with a proven ability to handle and resolve complex problems related to engineering, construction, project management, and contract administration issues.
  • Excellent verbal and written communication skills with the ability to organize and present technical information and project presentations to various levels of management required.
  • Must possess a valid driver’s license.
