The Southeastern Pennsylvania Transportation Authority (SEPTA) is the sixth largest transportation system in the United States, with a vast network of fixed route services including bus, subway/elevated, trackless trolley, light rail, and commuter rail serving a 2,200 square mile service region.  


We are currently seeking a Director, Compensation & HRIS (7035) in the HR/Compensation/HRIS Department.

Salary Range: Min: $106,444.00 - Mid: $133,042.00 - Max: $159,640.00 

*Note: Starting salary not to exceed midpoint.



The Director, Compensation Administration will develop and administer all of the Authority’s Compensation Programs. Recommends, develops, and administers the Authority Employee Master File (both computerized and manual records). Ensures proper administration of pay programs throughout the Authority support the management of HR processes, projects and change management (which includes the implementation and integration of HR cyclical programs associated with a systems conversion to SAP SuccessFactors). 


  1. Participates in the development of policies in the immediate manager’s organization and interprets such policies throughout department.  
  2. Develops objectives, policies and procedures for the approval of immediate manager.
  3. Interprets and administers programs and procedures in accordance with approved policies.
  4. Performs special assignments for immediate manager as requested. 
  5. Reports performance to immediate manager.
  6. Coordinates expense budget spending for department or activity to maintain performance within budget.
  7. Develops a suitable successor and be responsible for training replacements at all levels within the department.
  8. Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees.  Responsible for personal safety and is encouraged to promote the safety of others.


  1. Manages the Compensation/HRIS Analyst and oversees activity of performing SAM job evaluations (new positions) and re-evaluations (existing positions) utilizing the Hay System and required analysis of job responsibilities.  This includes meeting with requesting personnel, identifying key elements, making effective comparisons to determine appropriate grading/salary.  
  2. Performs the required analysis for SAM salary offers and other requested salary adjustments, makes salary recommendations while providing supporting back-up documentation to the Senior Director of Compensation/HRIS for approval.
  3. Recommends and develops policies/guidelines and procedures regarding SAM compensation practices and annual SAM merit programs.
  4. Serves as the Subject Matter Expert (SME) in Compensation areas with the implementation of the INFOR Cloud Payroll system, especially those areas surrounding the Fair Labor Standards Act (FLSA status and OT adjustment matters).
  5. Responsible for compiling and producing various salary compensation cost estimates and other reports requiring a high degree of accuracy, judgment, responsibility and confidentiality.  These estimates/reports would include SAM Merit costings, vertical equity and compa-ratio analyses.
  6. Oversees the completion of salary surveys and other Federal and State DOL requests.
  7. Oversees the production of a headcount report tracking actual versus budgeted employees.  Works with the Operating Budget department to coordinate changes with the position headcount when re-organizations and other employee movement requires reconciliation.
  8. Supervises the HRIS Administration group including the Supervisor HRIS Administration and two Employee Information Specialists overseeing the activity of entering employee and position data changes in SuccessFactors and INFOR payroll systems for almost 10,000 employees.  
  9. Works with division administrators to ensure that positions are and accurate within the SuccessFactors system. 
  10. Supervises the HR Service Center staff as it relates to the HR reception, processing new hires, assignment of employee ID’s (new and replacement), verification of employment for supplemental insurance, mortgages, etc. 
  11. Oversees the maintenance of the Authority’s employee personnel files and makes recommendations for the process to begin a paperless filing system.
  12. Works with the Manager of HRIS Systems in resolving SAP SuccessFactors HRIS data integrity issues (resolving errors in the newly launched SuccessFactors Employee Central (Base HR) system, while SEPTA runs parallel with its current INFOR mainframe system until the INFOR payroll Cloud system is launched in 2022). 
  13. Serves as Acting Senior Director and backs up the Manager of HRIS Systems when required.
  14. Performs other duties as assigned.


  • Bachelor's Degree in Business, Psychology or related field required with ten (10) years of progressively responsible experience working in a Compensation related position including technical knowledge of compensation practices and the Fair Labor Standards Act (FLSA), American’s With Disabilities Act (ADA) and other related employment laws.
  • Advanced post-Baccalaureate experience may substitute for up to six (6) years of listed experience (1 year of education equating to 2 years of relevant experience) 
  • Experience with HRIS systems and HRIS table maintenance required.
  • Must demonstrate expert-level analytical skills utilizing Excel or similar programs costing out large scale compensation proposals with exacting accuracy.
  • Must demonstrate a high degree of professionalism and must possess the ability to maintain confidentiality. 
  • Organizational ability to plan, formulate, and execute policies and practices required.
  • Excellent verbal and written communication skills to deal effectively with employees at all levels.
  • Proven analytical ability to solve complex problems required.
  • Experience with HRIS implementations and/or migrations preferred.  
  • Prior experience evaluating positions within a formal evaluation required, Hay compensation experience preferred.
  • Prior transportation/transit and/or unionized environment experience preferred.
  • Master’s degree or Certified Compensation Professional (CCP) or some coursework towards CCP designation preferred.
