We are seeking to hire candidates for our Control Center Mgr-Bus/ Light Rail/Subway Elevated (4031).

Job Grade: SAM 38

Salary Range: $73,164.00-$91,442.00       

IMPORTANT NOTICE:

The Candidate(s) selected for this position will be assigned to the specific mode of transportation in the Control Center, (Bus, Light Rail (D or M Lines), Trolleys (G or T Lines) Subway/Elevated (B or L Lines), based on qualifications and current demand.

SPECIFIC RESPONSIBILITIES

 
  1. Manage Operational Emergencies via implementing the Incident Command System and coordinating SEPTA response with external Emergency Response Agencies.
  2. Adjusts and make alterations to schedules to ensure proper spacing and efficient utilization of equipment and personnel.
  3. Notify and coordinate with Power, Signals and Mechanical Desks for all situations involving traction power, signals, equipment and facilities.
  4. Notify and coordinate with SEPTA Police for all safety and security incidents throughout subway operations.
  5. Notify and coordinate with Control Center Information Managers to provide timely and accurate information to the public on service delays or incidents with service impacts.
  6. Direct and instruct operating personnel in troubleshooting procedures to prevent, reduce or clear delays.
  7. Assist with the collection and analysis of bus, light rail and/or train operational data to improve on-time performance and other service measurements.
  8. Enhance the safety/security of the bus, light rail and subway systems and facilities via the management of Closed Circuit Television (CCTV) and system alarms at each station.
  9. Control and direct all communications with field personnel utilizing radios, telephones, electronic data processing equipment, and other systems as required.
  10. Operates and utilizes computer and manual reference files, procedures, and schedules.
  11. Manage the reporting system to document occurrences involving service delays, passenger incidents, equipment failures and defects.
  12. Ensure all notifications required are properly communicated, including managerial notifications and other emergency notifications.
  13. Overseeing the Real-time Vehicle Locator (RTVL) initiative and staff to distribute accurate train movement information.
  14. Maintaining a positive attitude/demeanor and representing the Authority.
  15. Comply with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
  16. Perform other duties as required/assigned.
 
 

QUALIFICATIONS AND EXPERIENCE

  • High School Diploma or equivalent and a minimum of three (3) years proven transportation experience required. 
  • For internal employees: must possess an acceptable attendance, performance, and safety record. A review of employee's work record will be part of the interview selection process.
  • An equivalent combination of experience and education (i.e., two (2) years of related experience, equating to one (1) year of formal post high school education) may be considered in lieu of the above requirements.
  • Must qualify as a Light Rail Control Center Manager within 130 days.
  • Re-certifications required annually.
  • Must possess good written and verbal communication skills as well as analytical and people skills.
  • Must possess an acceptable attendance, performance and safety record. A review of employee’s work record will be part of the interview selection process.

      • Signal Violations (If applicable) – 0
      • Warnings for Injured On-Duty Patterns - 0
      • III. Job Performance (assessed in each year for the two years preceding the job posting closing date):
      • Must be Satisfactory*
      • Discipline Record - Nothing above a written warning (SAM  and Hourly Employees)
      • Performance Appraisal - Overall Meets Expectations (SAM Employees Only)
      • * Hourly personnel are not subject to formal performance evaluations 
  • Subject to be called outside of normal duty hours to start before and extend beyond assigned work hours.  Must be able to work day or night shifts, weekends, and/or holidays.
  • Basic understanding of Microsoft word and computer knowledge for reports and train/trolley movements is required.

IDEAL QUALIFICATIONS AND EXPERIENCE

  • A minimum of 2 year experience in service supervision, district dispatched/controller or transit instruction preferred. Additional college course work and/or technical training preferred.
  • Previous experience in Light Rail/Heavy Rail operations preferred.
